桃園縣國民中小學校務會議實施現況之研究

摘要


摘要 本研究旨在探討桃園縣國民中小學校務會議實施現況,並暸解不同背景的國民中小學教職員工與家長會長(代表)在實施現況與成效上各層面的差異情形,以及國民中小學校務會議之相關問題與因應策略。 本研究採問卷調查法及訪談法進行資料的蒐集。首先,透過文獻分析探討校務會議的沿革、意涵及相關研究;其次以文獻探討所得結果,編製「桃園縣國民中小學校務會議實施現況與成效調查問卷」,進行調查研究;經由調查研究瞭解現階段國民中小學校務會議之現況與成效以及相關問題和因應策略。本研究以桃園縣國民中小學之教職員工與家長會長(或代表)為對象,採立意抽樣進行調查,共計發出1056份問卷,收回824份,回收率78%,有效問卷792份,可用率75%,並以SPSS for Windows 10.0統計套裝軟體進行資料之統計分析。 另本研究根據文獻探討的結果與問卷調查的發現,編製訪談大綱,並選定現任之國民中小學校長、家長會長及教師會長進行訪談,期能對國民中小學校務會議有更深入的瞭解。 根據問卷調查與訪談的結果,得到以下的結論: 一、國民中小學校務會議的實施現況屬「中上」程度。 二、行政人員對「校務會議現況」的認知普遍優於職務為導師或專任教師。 三、國民中學教職員工與家長會長(代表)對「校務會議現況」的認知普遍優於國民小學教職員工與家長會長(代表)。 四、國民中小學校務會議的實施成效屬「中」的程度。 五、男性教職員工與家長會長(代表)所認知的「校務會議實施成效」普遍優於女性教職員工與家長會長(代表)。 六、行政人員工與家長會長(代表)對「校務會議實施成效」的認知普遍優於擔任職務導師或專任教師。 七、「校務會議耗費較多的時間」及「與會者有服從團體成員的壓力」為較重視之問題,值得關注。 八、本研究所提校務會議相關問題的因應策略(問卷第四部份1~12題項),研究結果顯示國民小學的教職員工與家長會長(代表)的看法較國民中學的教職員工與家長會長(代表)為認同。 依據結論,本研究針對校務會議實施現況與成效的應用及後續研究提出參考建議。 關鍵詞:國民中小學、校務會議、實施現況、實施成效

A Study on the Operation of School Councils at Elementary and Junior High Schools in Tao Yuan County Abstract This study aims to examine school councils at elementary and junior high schools in Tao Yuan County in terms of their operation, their current situation, and the effects they have had. These aspects of school councils are examined with regards to the differing backgrounds of school staff and presidents or representatives of parent associations, and the effect this has upon the school councils. In addition the key issues relating to school councils and their possible solutions are examined. The two methods of research used in this study were questionnaires and interviews. First of all, through the analysis and exploration of literature reviews, the Survey of the Operation and Outcomes of School Councils at Elementary and Junior Schools in Tao Yuan County was developed. This survey examines the development, definition and relevant studies of school councils. The group selected to take part in the survey included school staff and presidents or representatives of parent associations at elementary and junior high schools in Tao Yuan County. Of the 1056 questionnaires sent out, 824 were completed and collected; a return rate of 78%, with 75%, or 792 questionnaires classed as valid. Data from the survey was analysed using SPSS for Windows 10.0. An interview outline was designed based upon literature reviews and questionnaire findings. Current school principals, parent association presidents and teacher association presidents were chosen for interview. It was anticipated that the findings would enable an in-depth understanding of school councils. As a result of questionnaires and interviews, the conclusions are as follows : 1. The operation of school councils at elementary and junior high schools is average or better than average. 2. School councils are more widely recognized among administrators than among classroom or subject teachers. 3. School councils are more widely recognized by school staff and parent association presidents or representatives at junior high schools than their counterparts at elementary schools. 4. The operation of school councils at elementary and junior high schools yields average results. 5. The outcomes of the operation of school councils are more widely recognized among male school staff and parent association presidents or representatives than among their female counterparts. 6. The outcomes of the operation of school councils are more widely recognized among school administrators and parent association presidents or representatives than among classroom or subject teachers. 7. School councils are time consuming, and participants are under pressure to obey their group members. These are concerns that deserve attention. 8. The solutions for school councils presented in items 1-12 of part IV of the Survey are those which are viewed as preferable. These solutions are more widely recognized among elementary school staff and parent association presidents or representatives than among their junior school counterparts. Based upon the above conclusions, this study proposes recommendations on the applications of the operation and outcomes of school councils and future research on this subject.
