本研究為探討我國閒置空間委外經營之現況與模式,並從而分析公、私部門於委外經營中之夥伴關係,選定臺北市長官邸藝文沙龍為個案研究之對象。 透過現場調查發現,臺北市長官邸藝文沙龍目前採多元化經營,包含場地出租、課程與體驗活動舉辦、餐飲及點心供應、藝文商品販售四大類。其中以餐飲及點心供應為最主要收入。在該館所需自負盈虧之前提下,此種模式既能保有推廣藝文活動之效益,亦能同時兼顧館所收入。在問卷調查可知,民眾對於此類館所是否導致商業化介入之情形並不排斥,而年齡愈長者,對於官邸藝文沙龍所舉辦的藝文課程之興趣愈高。在訪談中則可發現,目前的經營模式雖可能導致該館所無特色,但公、私部門若能充分合作,用心於館所項活動之宣傳與策畫,多數專家仍相信此種模式可同時達到場館收入之維持與藝文推廣之目標。
In order to discuss the current situation and outsourcing operation model of vacan space, and analyze goverment and private sector how to play the role in the partnerships of outsourcing opration, selected Mayor Official Residence Arts Sharon for the case studies of the object. By the questionnaire survey, we can see that the people for Mayor Official Residence Arts Sharon whether or not lead to the commercialization of the situation does not exclude the intervention, while the more elderly age, the higher interest in the arts curriculum hold by Mayor Official Residence Arts Sharon. In an interview can be found, the current operational model although may cause it have no characteristics, but if the goverment and private sectors can cooperate fully in the activities of advocacy intentions and planning, most experts still believe that this model can achieve its revenue to maintain and arts promotion objectives.
