民選鄉鎮市長治理職能之研究

摘要


本研究旨在了解民選鄉鎮市長之治理職能。研究過程透過文獻探討與專家訪談發展問卷以建構職能之理論基礎和架構,經過專家審查後編製為研究問卷。問卷針對全國2009改選連任且正在職者的民選鄉鎮市長進行普查,共寄發99份問卷,回收有效問卷73份,回收率74%。 本研究以描述性統計、T考驗、單因子變異數分析及Tukey事後比較法等方法進行資料分析,得到結論如下:(1)民選鄉鎮市長八項職能構陎、16項職能項目與52項行為描述;(2)民選鄉鎮市長對職能內涵的認知以行政能力構陎下之「顧客導向服務」重要與具備程度最高;(3)民選鄉鎮市長對職能內涵的認知以概念能力構陎下之「變陏與危機管理」及「策略分析」重要與具備程度最低;(4)不同民選鄉鎮市長對職能的重要及具備程度受個人背景變項如年齡、學歷、民間企業經歷及從政年資影響而有顯著差異;(5)不同民選鄉鎮市長對職能的重要及具備程度受選區背景變項如地理位置及人口數影響而有顯著差異;(6)民選鄉鎮市長對職能內涵重要程度與具備程度的認知大多達統計上顯著差異。

The purpose of this study was to explore the governance competencies of elected township governors. Literatures review and expert interviews were applied to construct the theoretical foundation and framework of competencies. The questionnaire was verified by the experts before submitting to the subjects. Among 99 questionnaires sent to all in-service elected governors who were elected in 2009 in Taiwan, and 73 vaild questionnaires were collected. The return rate is 74%. All valid questionnaires were further analyzed with descriptive statistics, t-test, one-way ANOVA, and Tukey’s posteriori comparisons. Consequent the following conclusions are made: (1) The competency of elected governors includes 8 competence dimensions, 16 competence factors, and 52 behavior descriptions.; (2) The most important and demonstrative competency is “customer-focused service” under the administrative ability dimension.; (3) The least important and demonstrative competency is “change and risk management” and “strategy analysis” under the concept ability dimension.; (4) Governors’ views on the importance and their demonstration of competencies varied due to their personal background variables, such as age, education, business experience, and political seniority.; (5) Governors’ views on the importance and their demonstration of competencies varied due to their district background variables, such as location, and population size.; (6) Governor’s most competencies have significant differences between importance perceived and their demonstration.
