98年全國中等學校運動會競賽部門人力資源管理個案研究--策略性觀點

摘要


全國中等學校運動會與全國運動會、全國大專運動會和全民運動會為國內經常性四大綜合賽會。競賽部門扮演賽會組織的核心功能,其重要性不言可喻,而人力資源之良莠更關係運動賽會組織目標的達成。有鑑於國內相關研究較少,本研究以全國中等學校運動會競賽部門為個案,研究目的以競賽部門之人力資源管理的規劃、執行方式,及彼此契合情形進行探討,運用人力資源管理學理提供後續發展策略性建言。研究方法採質性個案研究法,蒐集賽會內部重要文件,輔以籌備委員會執行秘書、競賽組組長與競賽組組員等三位不同層級之重要成員的訪談。此外,研究者擔任競賽組工作人員,實施參與者觀察。研究結果發現: 一、招募與甄選方面,過程多採私下運作,建議籌備人員公開招募,廣徵人才。 二、訓練方面,內容採由上而下的規劃研習模式,建議建立下而上的訊息接收管道,可更貼近組員的實際需求。 三、激勵方面,較多齊頭性平等,建議績效與福利相結合,使其努力與其報酬緊密連結,更激發整體工作動力。

Annual National High school Athletic Games,along with National Game,Intercollegiate Athletic Games,Sports For All Game,are viewed as the four big multi-sport events in Taiwan.The success of the entire event is depended upon the quality of the human resource in the competition section.Not enough attention was paid to this issue.Therefore,the purpose of this study was to examine the human resource practices within competition division of the 2009 National High school Athletic Games.The 2009 National High school Athletic Games in Miaoli was selected as the subject of this study. A qualitative interview was adopted to collection the information.Also,document analysis was used to examine the event archival,including meeting minutes,internal report. Using human resources management scientific theory provides the strategic proposal for following development. The qualitative case research methodology was adopted and collection the important document of competition. Finally, the researcher collected the interview from three different levels important member, whish are the executive secretary of arrangement committee and the leader and members of competition group. In addition, the researcher is the staff of competition group and uses participant observation. The results indicate that: 1. The part of recruiting and selecting, the process is operated in private. Propose that members of arrangement committee to recruit in publicly and recruit talent extensively. 2. The part of training, the way of research and study is adopted from top to bottom. Propose that the pipeline of receiving message is established from top to bottom. It can close to practical demand of members. 3. The part of inspiring, the majority were equal opportunity. Propose to combine with achievement with welfare. This way can combine with effort with reward closely and arouse the power of whole work.
