國會媒體新框架-以立法院IVOD系統為例

New Frame of Legislative Yuan Media：The Case of IVOD System

摘要

本研究以2011年第七屆第五會期的立法院立法委員為問卷對象以立法院IVOD系統的催生帶來之影響做為觀察基礎，藉以說明媒體框架與IVOD系統之相互關係以及影響。文中藉由訪談以及統計結果交錯探究「立法院IVOD系統出現後，對既有的國會媒體框架以及立法委員表現、民眾對立法院印象有何影響？」。研究中使用三種研究方法，其分別為文獻回顧法、SPSS統計研究分析、訪談調查法。
本研究當中期望能對下列各項問題做出有效的回應以及聚焦:
一、在既有的國會媒體及立法委員新聞露出當中，立法院IVOD系統如何影響既有的國會媒體框架？二 、立法院IVOD系統不加修飾、直接播送立法委員問政內容，是否會改變立法委員的問政態度及國會媒體報導內容？三、立法委員為立法院IVOD系統的高度使用者，立法委員使用IVOD系統的使用情形反映在國會媒體新聞框架的改變之情形為如何？立法委員在國會媒體經營方式上有何異同？四、可能對立法委員對IVOD系統使用滿意度及國會媒體框架形成產生影響的要素有哪些？五、立法委員看待這種新式的網路傳播媒體與其形塑國會媒體新框架之能力能否在問卷結果中，回答上述問題？
本研究發現包含以下三點：
一、立法委員在性別、年齡、學歷、政黨部分均達顯著。二、立法院IVOD系統改善民眾對於立法院及立法委員既有印象。三、藉由立法院IVOD系統的影響使得立法委員表現改善、施政效率提高。

This study is handing out the questionnaire to respondents ,which are all of legislators in the Seventh and five edition Legislative Yuan in Taiwan ,and base on the effect of IVOD system to explain the interaction and effect of media frame and IVOD system.
This research tried to discover an obvious effect after the IVOD system open for use ,via comparing interview and Statistics result .Investigating how the IVOD system change “the original media frame of Legislative Yuan”, ”the representation of legislators ” , “the public impression of Legislative Yuan and legislators”. This study used three research methods, they were literature review method, statistical analysis, Interview investigation.

Purpose of this study is integrated responding and focusing on the following items :
First, how the IVOD system make influence in the previously news exposure of Legislative Yuan and legislators?
Second, whether the IVOD system may transformed the representation of legislators and the contents of Legislative Yuan media?
Third, legislators are the IVOD system frequently user, what’s the situation interact with Legislative Yuan media, and is that change the media operation of legislators?
Fourth, what are the factors of legislators’ perceptive preference and satisfaction that can effect to Legislative Yuan media? Fifth, how the legislators treat the ability of transforming new frame of Legislative Yuan media? Can the questionnaire respond these questions?

This study found three points below:
First, The study found that gender , age, degree, party had insignificant relationship with the legislators’ perceptive preference and satisfaction.
Second, the IVOD system improve the original impression of Legislative Yuan and legislators
Third, with the influence of IVOD system ,legislators’ performance are more efficient excellent.
