台灣的民主化過程有許多學者由不同的角度,包括由經濟、政治文化、國會、選舉、地方派系等等因素做過探討,而本文試圖以1980年代的台北市黨外市議員作為探討對象,找出他們與當時台灣的黨外勢力的互動關係,並分析其中與台灣民主化有關的部份,架構出黨外勢力發展與黨外市議員的關連。 台灣在1980年代黨外勢力的發展,剛剛經歷過「美麗島」事件的挫敗,不過卻也重新站起來,但是黨外陣營又面臨著更多的難題,對內黨外同志間存在著從「美麗島」時期即開始的路線之爭,對外還須抵抗國民黨對黨外勢力的壓制,在這種窘迫的情境下,黨外勢力仍然持續的增長,黨外份子與新興的群眾運動也有了與以往不同的互動模式;「路線之爭」、「組黨運動」、「群眾運動」,此三項即是本文挑選出來作分析的主要變項,分析黨外市議員在其中扮演的角色與作用。 而在議會內部黨外市議員面臨著國民黨壓倒性的多數,雖然黨外市議員人數少,卻也發揮了少數制衡的作用,替台北市議會的問政帶來了新的面貌。而黨外市議員的問政效果,也影響了一般民眾對黨外的觀感,以及一般民眾對現代民主政治的觀念、擴大了民眾對黨外的認同,對於黨外勢力的發展也具有正面的效果。 黨外市議員在上述─議場內、外的言行作為,對於黨外勢力有何影響,發掘出其中的答案,這就是本文的主要目的。
Many scholars have studied various aspects of Taiwan's democratic process including the economy, political culture, Congress, elections, local factions and so on. But this study discusses the non-KMT party city council members of Taipei in the 1980’s. The purpose of this research is to discover the relationship between them and the development of the influence of Taiwan's non-KMT party, analyze its relationship to Taiwan’s democratization, and deduce its relationship between the non-KMT party expansion and the non-KMT party council members of Taipei city. The development of Taiwan’s non-KMT party in the 1980’s has been frustrated by the “Kaohsiung Formosa Incident Event”, and has only recently recovered. However, the non-KMT party camp currently faces even more difficult problems. Ever since “Kaohsiung Formosa Incident Event”, the the non- KMT party had to contend with exceedingly different internal points of view while externally resisting suppression from the Kuomintang. In this difficult situation, the non-KMT party influence maintained unabated growth and continued to progress towards becoming an organized party. And the non-KMT party individuals contributed new patterns of interaction in the emerging mass movements of the time. “Debates about internal points of view,” “the movement to organize a party”, and “mass movements,” were there factors analyzed in this article. This article also attempts to discover the effects of the non-KMT party city council members of Taipei on these three factors. Non-KMT party council members of Taipei city have faced suppression from the Kuomintang majority. Although the non-KMT party council members of Taipei city are few in number, they still managed to function well as checks and balances for the government, and have brought a new appearance to the Taipei city council. The effect of the non-KMT party Taipei city council members’ political debate was a change in the public impression of the non-KMT party, and the enlightenment of the common populace’s political knowledge of modern democracy, as well as the expansion of the approval level of the non-KMT party. They also positively affected the development of the non-KMT party. The main goal of this article is to find the answer to how the non-KMT party city council members of Taipei influenced the non-KMT party’s development in and out of the city council.
