台灣職棒成立二軍之研究

摘要

近年來台灣棒球在國際賽的失利，讓球迷體驗到台灣職棒與世界列強的棒球水準，的確存在著不小的差距。與棒球主流國家美、日、韓相比，台灣是唯一沒有各隊獨立二軍的職棒組織，這似乎成為台灣職棒在技術性呈現落後的主因。體委會在2003年底提出「協助職棒聯盟各隊成立二軍方案」，但是自方案實施以來，職棒代訓制度便始終充滿了爭議，其中替代役男留用率不一，更顯示部分球隊的努力與體委會的期待無法配合。Krautmann and Oppenheimer (1996)的研究發現，只有不到一半的大聯盟球隊，在小聯盟的訓練花費上獲得回收，但還是願意賠本繼續支付小聯盟的訓練費用。同在亞洲的日本、南韓職棒，也都有屬於自己的二軍組織，那麼這個制度，存在的角色、功能為何，都值得在台灣二軍制度尚未完善之前，進行探討。本研究透過文獻分析，試圖為二軍定義其角色及功能，再利用次級資料驗證美、日職棒球員培育系統功能，最後統整上述發現，配合訪談分析國內現況並提供方向。研究發現，美、日職棒球員培育系統因環境不同在制度上有其差異。而其培育功能上的發揮，在於給予球員時間成長，以達成其專業性，而小聯盟也的確對某些小市場球隊在戰力有正向的助益。台灣雖面臨較差的環境挑戰，但若以棒球產業火車頭自居，二軍是不得不推行的制度。

Abstract
The defeat of latest international games made baseball fans in Taiwan know that the skills level of Taiwan baseball team fell far behind other top baseball teams in the world. Compared with Major League Baseball(MLB), Japan Professional Baseball(NPB), and Korea Baseball Organization(KBO), Chinese Professional Baseball League(CPBL) is the only professional baseball organization which had no farm system. Farm system seemed to be the main reason that CPBL has poorer skill. National Council on Physical Fitness and Sports knew that the importance of farm system and proposed the project ”assisting CPBL develop their own farm system”. But the project had been controversial since it started. At present, only La new Bears and Uni-President Lions had their own farm team. Brother Elephants and Macoto Cobras made of “Team Red” and Sinon Bulls and Chinatrust Whales made of “Team Blue”. Some teams’ effort on establishing farm teams lacked consistency with NCPFS. Krautmann and Oppenheimer (1996) found that less than half of MLB teams received a fair rate of return on training, but they were still willing to pay the training cost of minor league. In Asia, both NPB and KBO had their own farm system. Therefore, the role and function of farm system were very important for us to discuss, before CPBL’s farm system was getting better. We used documentary analysis to define the role and function of farm system, and testified the function through second-hand data analysis. Finally, we offered suggestion to CPBL on establishing farm system. The results were as followed. There was a difference between farm system in NPB and MLB because of. They indeed gave young players much time to improve, and minor league really benefited some small-market MLB team. Although CPBL faced worst environmental factors, farm system should still be made.
