第七次全國教育會議對我國當前教育改革影響之研究

摘要


本文旨在探討第七次全國教育會議對我國當前教育改革的影響,因此,本文從該次會議與教改發展脈絡的關係,討論在萌芽、倡導、研議、執行各階段中,對改革的背景、議題的設定、藍圖的提出、政策的實施等進行探討;進一步分別從教育改革理念、主要課題、實施策略等層面,分析檢討當前教育改革的發展。本文所用方法包括歷史研究法,文件分析與訪談法。本文的研究發現指出: 該次會議的召開與當前國內教育改革形成因素,主要是國內教育環境的需求、社會改革的趨勢以及政府為迎接二十一世紀的挑戰;其中民主政治的成長、民間教改主張的提出、與歷年累積的教育問題亟待解決,使政府認為必須召開會議回應各界、溝通疏導,並調整教育策略以因應變局。 嗣後,政府依據該會議結論與建議,提出《中華民國教育報告書》、建議成立「行政院教育改革審議委員會」,經教改會兩年研議,提出《教育改革諮議報告書》,做為教育改革藍圖的依據,對當前教育改革理念方向、行動指導,確有深遠而具體的影響。 其次,行政院成立「教育改革推動小組」,投入一千五百七十億鉅額,執行「第一期教育改革行動方案」,然而在臺灣政經環境急遽的變遷下,至今,社會大眾對當前教育改革的成效,評價互異,教改成果亦未如預期受到社會大眾肯定,並且已經成為社會重大議題;目前教育界開始普遍反省,要求進行「後設教改」,尤更甚者,社會所提出「二次教改」呼聲,日漸成形,當前教育改革發展,實有待進一步觀察研究。 本文以第七次全國教育會議為研究為重心,回溯前十年的蘊釀背景與探討後十年的發展影響,以古鑑今,其研究結果希望可供今人繼續推動教育改革的參考。

This thesis discusses the influence of the 7th National Education Conference (7th NEC) on our current education reform. Therefore, this thesis will attempt to discuss the relationship between the 7th NEC and the development in Educational Reform, in particular, the influence of the planning, guidance, research, and execution stages of the 7th NEC on the background formation, topics finalization, blueprint suggestion, and policy implementation. Furthermore, this thesis will examine the concepts, and major topics, implementation strategies of educational reform. In addition, the influence of the aforementioned aspects on the current development of educational reform will be analyzed and summarized. The methodology of this thesis includes the method of history research, analysis of documents, analysis of literature and interviews.The main discoveries of this thesis are. The main factors of the 7th NEC and the current trend of our educational reform are the need of educational environment, the trend in social reform, and the government’s plan to meet the challenge of 21st Century. To solve the growing democracy, the educational reform from non-governmental organizations, and for years education problems, the calling of the 7th NEC is the consequence of the government recognized the significance of the demand of educational reform from non-governmental organizations and seized the opportunity of utilizing the conference to facilitate communication in this aspect. Then, based on the conclusions and suggestions from the 7th NEC, the government tabled an Educational Report for the Republic of China to suggest the establishment of an Educational Reform Deliberation Committee within the Executive Yuan. From two years research, the Educational Reform Deliberation Committee tabled an Educational Reform Consult Report. It has important influence for the principle of educational reform and the guidance of educational action. Furthermore, the Executive Yuan set up the Educational Reform Action Team to carry out the First Stage of the Education Reform Action Plan with a funding of 1570 billions NT dollars. Under the rapid change of the overall situation in Taiwan, the reaction of educational reform from the public is not all positive. The results of educational reform did not receive the expected approval from the public. At the moment, educators begin to reexamine. There is demand for “Post Educational Reform”. There are some elements in the society even demand for a “Second Educational Reform”. Therefore, this current educational reform really requires further observations and research. This thesis focuses on the influence of the 7th NEC. To refer pass ten year’s background and after ten year’s influence of educational reform, the author wish the research results can provide a material to set into an action of educational reform, continually.
