中國大陸體育產業政策與措施之研究
摘要
自從民國76年解嚴以來，開啟兩岸經貿、體育、文化交流，台灣職業運動的推展正在進行中；台灣體育主管當局也正想如新竹科學園區一般，獲得政府政策上的支持，使台灣體育產業能蓬勃發展。中國大陸有高水準的競技體育，加之，1985年中國大陸《關於建立第三產業統計的報告》將體育列入第三產業的第三層次中，即為提高科學文化水平和居民素質服務部門，更確立的體育產業的發展。繼之，頒布《關於培育體育市場 加快體育產業化進程的意見》、《體育產業發展綱要》與《全民健身計畫》、《奧運爭光計畫》等，也使大陸往體育產業發展的道路上企圖明顯。
本研究是以中國大陸發展體育產業的政策與措施、成效與衍生問題，並藉此得以作為台灣發展體育產業的參考。而本研究的主要發現有：
1.發展體育產業，應先做好基礎研究工作
2.提升我國體育競技水準
3.針對國情作優先項目的發展
4.對優勢體育項目作政策上的支持。
5.打破齊頭式的補助方式

The Study On The Policy and Measure of Sports Industry In Mainland China
SUMMARY:
After intercommunion of trades, gymnastic and culture between Taiwan and China, impulsion of Taiwan vocational sports has been progressing since we lifted a curfew in 1987. The authorities of Taiwan sports council want to get government policy support, just like Hsinchu Science-Based Industrial Park, to make Taiwan sports industry highly develop. Mainland China has high-level sports performance, and in the report of “About Building Statistic of Tertiary Industry”, sports have been included in the 3rd level of tertiary industry, which means to raise the level of science & culture standard and service parts of residents’ competency. It confirms the developing of sport industry. Then, China had issued ”The Outlines For Expediting Sports Industrialization Process—About Cultivating Sports Marketing”, “Sports Industry Developing Digest”, “ The National Keep-fit Plan”, “The Olympics Wins Glory Plan”, etc., which make the intention to develop sports industry in China obvious.
The research is based on the policy & measure, efficiencies, and derivative problems of developing sports industry in Mainland China. We want to make a comparison with Taiwan to develop sports industry. The study‘s main discoveries are as followed:
1.To develop sport industry, we should do the basic research first.
2.Our sport standard should be raised.
3.According to our country, we make the priority develop.
4.Superiority sports should be supported on the policy.
5.Equalizing subsidy should be broken.
