全國性運動單項協會運動志工管理現況之探討

摘要


全國性運動單項協會運動志工管理現況之探討 摘要 本研究之目的在於瞭解全國性運動單項協會運用運動志工的前置因素、情境因素與管理現況。研究對象為民國88年接受體委會經費補助與評鑑之近兩屆亞奧運比賽項目所屬之全國性運動單項協會,接受評鑑者共34個單項協會。本研究透過文獻分析法、問卷調查法及深度訪談法進行探討,其結果如下: (一) 認為運動志工優點為「增加行政效率」最多,「提供較廉價的人力資源」其次。 (二) 運動志工缺點主要有「無約束力難以掌控」、「運動志工的素養不足」。 (三) 運動志工管理的困難有流動率高、經費不足及招募不易等。 (四) 只有18.2%的協會有進一步運動志工人力發展的計畫。 (五) 招募運動志工的動機主要是「機構中人手不足」和「業務性質適合運動志工」兩項。 (六) 主要招募途徑有「經由教練或老師自選手或學生中選派」、「現有運動志工介紹」。 (七) 各協會運動志工常用物質性的福利報酬維繫運動志工,如:車馬費、餐盒、服裝和紀念品。 (八) 運動志工服務年資大多在3年以內有60.6%,協會認知運動志工流失的最重要原因是「沒時間」。 關鍵詞:志工、運動志工、志工管理

A Study of Sport Volunteers Management in Taiwan’s National Sport Organizations Abstract The purposes of this study were: 1) to reveal the effect of the preposition factors of sport volunteers management; 2) to reveal the effect of environmental factors of volunteers management; 3) to understand the current development of sport volunteers management. The sample of this study was national sport organizations that financially supported and supervised by National Council on Physical Fitness and Sports (NCPFS) in 1999. In total, there were 34 sport organizations. Research review, questionnaire survey and in-depth interview were applied for the analysis. The conclusions were found as the followings: 1. The primary advantage of sport volunteer was “improvement of the office administration”, second was “advantage of the low-cost human resource”. 2. The primary defect of sport volunteer was “without force of constrain”, second was “sport volunteers are lack of professional capability”. 3. The problems of sport volunteer management included the low retention rate; short of budget and difficult in recruiting. 4. Only 18.6% national sport organizations had the future plan in developing sport volunteer human resource. 5. The motivations of recruiting sport volunteer were “short of human resource” and “the special forces needed from sport volunteers”. 6. The primary recruitment strategies were “students or players who were selected by teachers or coaches” and “the ones recommended by the other sport volunteers”. 7. Materiality welfare reward, such as subsidies, meal offer, uniforms and mementos were applied for keeping the sport volunteers in the National sport organizations. 8. 60.6% of sport volunteers in the national sport organizations have been serving for 3 years, and the main reason lead to their leaving is “no time”.
