本研究旨在探討臺北市政府教育局輔導各高職轉型為「綜合高中」時,各校所遭遇的問題。並提出各種問題的解決建議,以作為未來學校轉型之參考。 本研究發現下列主要問題: 一、各校老師大多認為高職轉型是必需的,但是高職教育的轉型,不必將「高職精緻化,提昇技術水準」列為學校的目標。 二、高職轉型為「綜合高中」,可提供學校一個可行的轉化程序。但是「高職」以往均被視作國中畢業生升學時的次要選擇,所以未來「綜合高中」是否可能被視為「次等高中」,則須視辦學績效與社會價值觀而定。 三、目前各校轉型為綜合高中的程序,大多以部分科別來辦理。但其缺點是不但會增加學校行政工作的負擔,而且與教育部「全校辦理綜合高中」之政策相違背。 四、目前各校課程選修大都不會採自由開放方式,且若遇無法開班時,即要求學生改選;在實習場地方面,尚可足夠使用,但是實驗室之場地方面,則有不足。 五、高職轉型為綜合高中後,將面對一般學程師資不足與部分專門學程師資過剩的問題。此問題雖可藉教師進修「第二專長」來解決,但是以第二專長來任教的師資,大多不能取得同僚、家長和學生之肯定。
The main purpose of this research was to examine the problems encountered in the transformation of Technical Vocational High School into comprehensive high school which was leaded and supported by the Ministry of Education in Taiwan. Some results were found with questionnaire survey and field study as the followings: 1.Most school staff members agreed with the necessity of transforming Technical Vocational High School into Comprehensive High School, but it does not mean to upgrade students’ skill level and make Vocational High School refined, which is not the goal of school. 2.It is possible that the Comprehensive High School will still be a second choice for junior high school students even though most Technical Vocational High School transform into Comprehensive High School. Comprehensive High School cannot exceed General High School afterwards. 3.It will increase the burden of administration work if only part of departments transform their curriculum into Comprehensive High School. The best policy is to transform whole school into Comprehensive High School. 4.Mostly selecting elective courses is not free and open to students .If same program are not available, the students should be asked to change course; workshop can afford to use, but lab not. 5.The deficiency of teacher for general courses can be solved through the program of Second Specialty Training. But they do need to overcome the anti-feeling from the teachers with First Specialty. All the problems found in this study will be solved in the near future if all the faculty members and school administrators work together with the same vision.
