我國大學校院學生社團評鑑之評量尺規初探

A Preliminary Study on the Evaluation Scale of Student Communities in Universities and Colleges

摘要


社團評鑑一直是我國大學校園中的重大學生活動之一,對於具有社團參與經驗的學生而言,必定會對社團評鑑留下深刻的印象。各校學生社團的輔導單位透過社團評鑑指標一一檢視校內社團的運作成效並從中發掘缺失,也透過評鑑的成績做為資源分配的依據。由於現今各大學校園中所進行的社團評鑑,係透過各個社團平日運作時所留下的檔案文件,如會議紀錄、照片等資料加以評比,能否以此作為社團運作成效的工具,都曾引起許多研究對於社團評鑑進行廣泛的討論。過去的研究資料顯示,大學生對於社團評鑑指標與社團資料之間的連結度普遍認知不足,對於評鑑活動的認同感較低,對於評鑑過程中的人為干擾因素,亦不具信心,舉凡上述種種,都將使的社團評鑑的教育性弱化,因而無法確實發揮缺失改善的效果,亦無法達到學生社團傳承的目的。 然而就研究者的觀察,上述論點大多是針對社團評鑑執行方式與過程,而非認為社團評鑑不應存在。爰此,本研究將嘗試在現行社團評鑑指標下,建立評量尺規,讓參與社團評鑑的人員都可以透過淺顯易懂的文字內容,明確判斷出其表現程度,希冀藉此對學生社團的運作績效學生進行系統化的評估,以達到社團領域學習的教育目的。 本研究以現行教育部主辦之全國社團評選活動的評鑑指標為基礎,包含「共通性」以及「社團活動績效」評分項目,透過專家訪談與3次德懷術問卷調查後提出:組織章程、年度計畫、管理運作、資料保存與管訊管理、經費控管、產物保管等、活動規劃與執行、特色與績效等8個指標,並依據每個指標提出230個評量尺規,本研究之評量尺規皆符應於高適切度、高一致性之判定原則(M≧5、SD<1 且 QD≦0.6),且整體穏定度達76.52%。 透過本研究所建構之社團評鑑評量尺規,若能於校園的評鑑活動中施行,應能成為客觀的評量標準,以減少各界對於評鑑活動的認知落差,進而能真正檢視學生社團的運作成效與學習效果。

Club evaluation has always been one of the major student activities on our university campuses. For students with experience in club participation, they will definitely be impressed by club evaluation. The tutoring units of the student clubs of each school review the performance of the clubs in the school one by one through the evaluation indicators of the clubs and find out the deficiencies. They also use the evaluation results as the basis for resource allocation. Since the evaluation of clubs on campuses of various universities nowadays is based on the archives and documents left by the clubs during their daily operations, such as meeting records, photos, etc., whether they can be used as a tool for the effectiveness of club operations. A lot of research has caused extensive discussions on community evaluation. Past research data shows that college students generally have insufficient awareness of the link between club evaluation indicators and club information, have a low sense of identification with evaluation activities, and have no confidence in the human interference factors in the evaluation process. All of these will weaken the educational nature of the evaluation of the clubs, and thus cannot achieve the effect of the lack of improvement, nor can it achieve the purpose of passing on the student clubs. However, from the observation of researchers, most of the above-mentioned arguments are directed at the implementation method and process of community evaluation, rather than the belief that community evaluation should not exist. In view of this, this research will try to establish an evaluation ruler based on the current club evaluation indicators, so that all participants in the club evaluation can clearly judge their performance level through easy-to-understand text content. The operation performance of the club is systematically evaluated by students to achieve the educational purpose of learning in the field of clubs. This research is based on the current evaluation indicators of the national club selection activities sponsored by the Ministry of Education, including "commonality" and "community activity performance" scoring items, which are proposed through expert interviews and 3 moral and ethical questionnaire surveys: 8 indicators such as the organization charter, annual plan, management operation, data storage and management information management, fund control, product storage, etc., activity planning and execution, characteristics and performance, and 230 scales are proposed based on each indicator The evaluation rulers in this study should all comply with the judgment principle of high appropriateness and high consistency (M≧5, SD<1 and QD≦0.6), and the overall stability is 76.52%. The club evaluation scale constructed by this research institute, if it can be implemented in campus evaluation activities, should become an objective evaluation standard, so as to reduce the gap in the perception of evaluation activities from all walks of life, and then truly examine students The operational effectiveness and learning effect of the club.
