金管會金融基礎教育學習架構之層級分析—以雙北地區國中公民科教師為例

摘要


本研究旨在探討雙北地區國中公民科教師對於理財教育課綱之重要性排序分析。首先,透過文獻分析來探討主要國家的理財課程,並參考行政院金融監督管理委員會2018年修訂的「金融基礎教育學習架構」國中篇,設計調查問卷,以層級分析法(AHP)來統整,以瞭解雙北地區國中公民科教師對於「金融基礎教育學習架構」國中篇之意見。此外,以敘述統計、t檢定與單因子變異數分析等資料分析不同背景變項的重要性排序情形,以提供我國未來規劃國中理財教育課程之參考。 本研究結論如下: 一、性別、任教地區、修習理財課程、教授理財課程的興趣、實際的理財行為等背景變項的國中公民科教師在「金融基礎教育學習架構」國中篇之四大主題均無顯著差異。 二、國中公民科教師對於「金融基礎教育學習架構」國中篇之四大主題的重要性排序結果為:金錢規劃、理財投資、借貸與信用、保險與風險管理。 三、「金融基礎教育學習架構」國中篇之整體學習目標的重要性排序結果前五名為「一、金錢規劃──6.知道應該為自己的金錢規劃負責任」、「一、金錢規劃──1.認同量入為出的消費概念」、「四、理財投資──1.了解投資風險的特性」、「二、借貸與信用──1.認同不輕易借錢及準時還錢的重要性」、「一、金錢規劃──2.能察覺廣告的陷阱及迷思」。

The purpose of this study is to discuss the analysis of the importance of civic teachers on the curriculum of financial education in Taipei City and New Taipei City. First, through the literature analysis to explore the financial management courses of major countries, and referring to the "Financial Basic Education Learning Framework" revised by the Executive Yuan's Financial Supervisory Commission in 2018, the questionnaire was designed and integrated with the analytic hierarchy process(AHP) . In order to understand the opinions of the civic teachers on the "Financial Basic Education Learning Framework". In addition, the importance of different background variables is analyzed with narrative statistics, t test, and single-factor variance analysis to provide a reference for future planning of middle school financial education courses. The conclusion of this study is as follows: 1. There are no significant differences in the four major themes of the junior high school civic teachers, such as gender, teaching area, financial management courses, interest in teaching financial courses, and actual financial behavior. 2. The importance of the junior high school civic teachers for the four major themes of the "Financial Basic Education Learning Framework" is: money planning, financial investment, loan and credit, insurance and risk management. 3. The ranking of the importance of the overall learning objectives of the "Basic Financial Education Learning Framework" in the middle school. The top five results are "I. Money Planning─6. Knowing that you should be responsible for your own money planning", "I. Money Planning─1. Identify the concept of “consumption within the means”, “Ⅳ. Financial Investment─1. Understanding the characteristics of investment risk”, “Ⅱ. Loan and Credit─1. Identify the importance of not borrowing money easily and paying back on time” and "I. Money Planning─2. Being able to detect the traps and myths of advertising".
