公部門組織發展模式建構之研究

摘要


本研究目的主要在於:一、探討公部門組織發展模式之各構面之內涵及指標。二、影響公部門組織發展模式的相關因素及其關聯性。三、建構並驗證公部門善治觀點下的組織發展模式。透過組織發展模式、組織願景、組織文化、組織策略、公部門善治等重要理論回顧與分析,採用調查研究法進行公部門機關之問卷資料蒐集與分析,運用專家內容效度及建構效度以擬定問卷,並以行政院勞動部所屬機關為研究對象,共回收351份有效問卷後進行資料分析,透過探索式因素分析(EFA)、驗證式因素分析(CFA)、路徑分析及偏最小平方法(PLS)進行結構方程模式之考驗,據以建構公部門之組織發展模式,並討論變數之間影響的效果。得到研究結論為: 一、本研究建構之組織發展模式中,包含組織願景、組織文化、組織策略及公部門善治等主構面。 二、組織願景對組織文化、組織策略有正向且顯著的影響效果;組織文化對組織策略有正向且顯著的影響效果;組織策略對公部門善治有正向且顯著的影響效果。 三、組織願景、組織文化、組織策略、公部門善治四因素建構公部門組織發展模式,因素之間具有正向及顯著的影響。 依據研究目的及所獲致之結論,提出研究建議以供政策及後續研究之參考。

This study aimed to construct the organizational development model in Taiwan public sector. The purposes of this study were: 1. to understand the context and obtain the indicators of the good governance in public sector; 2. to explore the influence factors of good governance in public sector; 3. to construct the organizational development model of Taiwan public sector in the viewpoint of good governance. According to the relevant literature review of organizational development, organizational vision, organizational culture, organizational strategy and good governance in public sector, the researcher adopted questionnaire survey to collect the data from Ministry of Labor, Republic of China (Taiwan). The content validity, constructive validity questionnaire are tested. The EFA, CFA, path analysis, PLS was used to verify the organizational development model in empirical scenario. There are 351 responds in this study. After analyzing text and the result of surveys, this study summarizes some conclusions as follows: 1. Organizational vision, organizational culture, organizational strategy and good governance in public sector are important dimensions of public sector organizational development model in Taiwan. 2. Organizational vision has positive effect to organizational culture, organizational strategy; organizational culture has positive effect to organizational strategy; organizational strategy has positive and significant effect to good governance in public sector. 3. Organizational vision, organizational culture, organizational strategy and good governance in public sector are positive and significant among the public sector organizational development model in Taiwan. According to the analysis and conclusions of this study, this study propose following suggestions for governors and further researchers.
