本文援引新制度論為分析框架,探究臺灣與大陸新聞媒體交流合作之制度問題。解讀式內容分析的結果顯示,誘致性制度變遷開啟臺灣與大陸新聞媒體的交流合作,再由臺灣政府實施強制性制度變遷,而形成彼此對立又互補的局面。目前不斷的制度創新仍足以因應臺灣與大陸新聞媒體交流合作的制度稀缺問題。然而,儘管正式制度逐步放寬,非正式制度卻多所受限。例如中國大陸之新聞與社會責任密不可分,而臺灣方面則相對自由。此二元對立之制度環境致使臺灣與大陸新聞媒體交流合作呈現受限理性的特徵。同時,因為路徑依賴的影響以及意識形態的剛性,臺灣與大陸新聞媒體交流合作之制度很難發生根本性的變遷,甚且更難達到制度創新中的倫理創新。
In this paper, the exchange and cooperation of news media between Taiwan and Mainland China was explored by New Institutionalism analysis frame. The hermeneutic content analysis was show, imposed institutional change started the news media cooperation between Taiwan and China, further with Taiwan government complementing induced institutional change, thus the two parties were opposite and complementary for each other. Both Taiwan and Mainland used institutional innovation to cope with institutional scarceness. However, with the formal constraints being gradually deregulated, the informal constraints were more restricted. Binary opposition of institutional environment made the policy-making of news media cooperation between Taiwan and China present the characteristic of bounded rationality. Meanwhile, because of the effect of path dependency and the inflexibility of ideology, it was difficult for the institutions of news media cooperation between Taiwan and China to have fundamental institutional change, making it difficult to move to the ethics innovation stage in a short time.
