準公共幼兒園政策運作現況之探討

A Research on the Function Current Situation of Quasi-public Kindergarten Policy in Taiwan

摘要


本研究旨在瞭解大台北地區私立幼兒園加入準公共化幼兒園運作情形,探討準公共幼兒園在推動政策狀況、運作困境與解決策略。 研究者採深度訪談法,以大台北地區準公共幼兒園為研究場域,以半結構訪談為主,內容分析法,進行相關文件蒐集,並加以歸納分析,以訪談園所內部主管階層、教保服務人員及家長為研究對象。最後依研究結論提出相關建議,提供給已加入或是即將加入準公共幼兒園之參考。歸納研究結果獲得以下結論: 一、 加入準公共幼兒園原因 學生人數增加,提高就學率,優化環境改善軟硬體設備,實質提升教保服務人員的薪資、回歸優質正常化教學。政策推動上對於提升出生率的狀況並無直接改善。 二、 加入準公共幼兒園後的運作狀況 可接受政府實際的補助款,讓幼兒園所可以立即改善環境,在政府監督力提升,辦學品質更嚴謹。建議: 分齡收費,簡化輔導機制申請。 三、 加入準公共幼兒園運作困境及解決策略 加入準公共幼兒園後的課程轉變、增加對準公共幼兒園政策的理解,熟知園所推動教學理念。建議:申請輔導老師機制、園務會議上的宣導。透過本研究發現,將此研究結果可以供幼兒園主官階層、教保服務人員、家長與未來研究人員之參考。 關鍵字: 準公共幼兒園、幼兒園、教保服務人員

The purpose of this study is to understand the operation of quasi-public kindergartens transformed from private kindergartens, and to explore their operational policy, difficulties faced and the solutions. Researchers approach the study by having in-depth interviews with the quasi-public kindergartens in the Greater Taipei area, focusing on semi-structured interviews, and content analysis methods, to collect data, and conduct inductive analysis. Management teams, teachers and parents were the subjects of this study. Finally, according to the research conclusions, relevant suggestions were given to provide reference for researchers and those who have joined or are about to join quasi-public kindergartens. I. Reasons for joining quasi-public kindergartens To increase the number of students and enrollment rate, optimize the environment and upgrade the hardware and software, increase the salary of educator and staff, and resume high-quality teaching. Policy promotion has no direct effects on raising the birth rates. II. Operation status after joining the quasi-public kindergarten Hardware and software can be improved immediately after accepting government subsidy. Improved government supervision makes the management more rigorous when running the school. Suggestions: Provide age-specific fees, and simplify the application process for government supervision. III. Difficulties and solutions in the operation of quasi-public kindergartens Difficulties: Curriculum changes after joining the quasi-public kindergarten. To increase teachers and staffs’understanding of the new policy and teaching philosophy promoted by the kindergarten. Suggestions: Apply for government supervision and promote the policy and philosophy in the staff meeting. The findings of this study can be used as reference for kindergarten management teams, teachers, parents and researchers.
