里長投入臺北市參與式預算的角色及其動機之研究

參與式預算（Participatory Budgeting）是由人民來決定一部分公共預算支出的優先順序，讓受到公共預算分配影響的民眾可以發揮實質的影響力。臺北市於柯文哲市長上任後本著「開放政府，全民參與」的施政理念，大力推動參與式預算，但政府在推動參與式預算時常需要地方領袖的協助，較常見的是透過里長動員里民參與住民大會。里長是由人民所選出來的，對里民來說具備地方領袖的角色，且里長對於里內的事物、資源有較多的了解，比起區公所里長具有相對高度的動員力，故在這幾年的推動經驗里長是一個很重要的力量。觀察參與式預算的活動，並不是臺北市所有里的里長都有的投入參與式預算活動的意願，會造成里長採取不同的行動可能與其動機有關。故本研究以動機為理論基礎，試著去探討里長在參與式預算中所扮演的角色，進一步了解里長投入參與式預算的動機與目的，藉此提出對里長投入參與式預算有更多元深刻的理解。研究後發現，里長在扮演社區領袖參加參與式預算時是會受到其本身的內在動機及外在動機的影響，且在里長投入參與式預算的過程中，擔任審議員工作也有助於里長在社區領袖中，建設鄰里功能的展現，因此參與式預算的確提供里長一個很好的管道可以建設地方。但是參與式預算制度在運作的過程中也會對於里長產生一些困擾，這些困擾會降低里民參與公共事務的動機，未來在政策上可以逐步的修正，簡化行政程序，將有助於達到「開放政府，全民參與」的理想。
