依據促參法規定,政府投資興建各縣市國民運動中心完工後,目前皆採用委託民間機構營運之OT模式,但不排除可採用ROT與BOT模式之可能性,故分析歸納國民運動中心公辦民營模式,透過文獻分析發現已營運之運動中心存在的問題,並統整解決策略,應可提供未來各縣市設立運動中心參考要件。本研究探討蘆洲國民運動中心公辦民營模式、分析蘆洲國民運動中心公辦民營規劃過程中之困難議題、歸納具體改進策略,使運作更完善並且提升服務品質。以文獻分析法與訪談法了解蘆洲國民運動中心公辦民營的模式與現況,並透過文獻探討,分析運動中心之問題及改善策略。根據文獻發現當初政府選址時校內師長反對問題;運動中心與學校對於目的的認同差異問題;運動中心與學校對於雙方使用範圍問題;制度規範不明確問題;營運方與學校方互動關係問題;給予學校端的福利資源問題;雙方面臨風險問題;學校師生反應問題。其解決策略於規劃設計階段可事先調查周邊環境、適時變更空間使用以及考量預估使用設施需求;招商評選階段可明確制定使用限制、回饋項目;經營管理階段可提供多元空間與資訊科技管理等。成功的公辦民營模式,除了事前作業外,事後定期發現問題與改善亦為關鍵因素;公辦民營確實能充分利用民間資源,並降低財政負擔,但是在市場競爭下,未來可進行異業結盟推動產學合作,結合社區營造,更促進民間參與。
According to the Law on Promotion of Participation, after the completion of the government-invested construction of national sports centers in various counties and cities, the OT model is currently adopted by entrusting the operation of private organizations, but the possibility of adopting the ROT and BOT models cannot be ruled out. The model, through literature analysis, finds the problems existing in the sports centers in operation, and integrates the solution strategies, which should be able to provide reference requirements for the establishment of sports centers in various counties and cities in the future. This research discusses the public-private model of Luzhou National Sports Center, analyzes the difficult issues in the planning process of Luzhou National Sports Center, and summarizes specific improvement strategies to make the operation more perfect and improve the service quality. This paper uses the method of literature analysis and interview to understand the mode and current situation of the Luzhou National Sports Center's public and private operation, and analyzes the problems and improvement strategies of the sports center through literature discussion. According to the literature, it was found that the teachers in the school objected to the problem when the government chose the site; the difference in the recognition of the purpose between the sports center and the school; the scope of use between the sports center and the school for both parties; the system specification is not clear; the interaction between the operator and the school; the welfare resources given to the school; both parties face risk issues; school teachers and students respond to questions. Its solution strategy is to investigate the surrounding environment in advance in the planning and design stage, change the space usage in a timely manner, and consider the estimated use of facilities needs; in the investment selection stage, use restrictions and feedback items can be clearly formulated; the operation and management stage can provide multiple spaces and information technology management. In a successful public-private model, in addition to pre-operation, regular discovery of problems and improvements afterwards is also a key factor; public-private enterprises can indeed make full use of private resources and reduce financial burdens, but under market competition, cross-industry alliances can be formed to promote production in the future.
