Faced with defense organizations in transition, adjustment and shrinking defense budget, military logistical supporting capabilities will have a crucial effect on success or failure in combat. And in the elite power policy, the education of technical expertise regarding logistics cadres, the quality of the troops, and the merits and drawbacks of functional competency directly influences the effectiveness of establishing and preparing army for war in order to develop logistics power and build the professional military. The L Training Center was selected as a subject in this study. By using Failure Mode and Effects Analysis method, this research explores the whole education system and the impact of potential failures. In addition, Risk Priority Number is applyzing into the arrangement of implementing countermeasure priorities, and the features of quality control techniques are analyzing to identify possible reasons for the failure. Finally, the teaching quality is promoted and logistics educational organizations are established and completed by corrective and precautionary measures and continuous improvement.
