運用失效模式與效應分析方法於軍事技勤專長教學品質改善之研究-以L訓練中心為例

摘要


面對國防組織轉型、調整及國防預算日益縮減,國軍後勤支援能力將對作戰成敗更具舉足輕重之影響。而在精兵強國政策下,為有效發揮後勤能量並建立專業化軍隊,技勤專長教育的良窳,攸關後勤幹部、兵力的素質暨專業職能的優劣,更直接影響建軍備戰之成效;本研究對象以L訓練中心為例,運用失效模式與效應分析方法研討整體教學系統之中潛在失效問題與影響,接著以風險優先值,排列對策實施的優先順序,並以品管手法特性要因分析找出可能失效原因,最後,透過矯正、預防措施並持續不斷改善,有效提升教學品質,建立完整後勤教育組織。

Faced with defense organizations in transition, adjustment and shrinking defense budget, military logistical supporting capabilities will have a crucial effect on success or failure in combat. And in the elite power policy, the education of technical expertise regarding logistics cadres, the quality of the troops, and the merits and drawbacks of functional competency directly influences the effectiveness of establishing and preparing army for war in order to develop logistics power and build the professional military. The L Training Center was selected as a subject in this study. By using Failure Mode and Effects Analysis method, this research explores the whole education system and the impact of potential failures. In addition, Risk Priority Number is applyzing into the arrangement of implementing countermeasure priorities, and the features of quality control techniques are analyzing to identify possible reasons for the failure. Finally, the teaching quality is promoted and logistics educational organizations are established and completed by corrective and precautionary measures and continuous improvement.
