私立科技大學因應少子化之政策轉型研究

A Research on the Policy Transformation of Private Universities of Science and Technology in Coping with Low-Birth Rates in Taiwan

摘要

台灣因生育率明顯逐年下降，已成為全球生育率最低國家之一，少子化現象是全球性的影響不僅僅是國家發展與人口老化等議題，在各國之間的教育產業產生巨大衝擊。本文主要藉由文獻分析法與質性研究，探討少子化現象對社會之衝擊，尤其是私立科技大學在經營上的挑戰。透過文獻閱讀與專家訪談，本論文發現:一、私立科技大學若是透過與企業合作培養專業之人才可提高招生誘因；二、校園之硬體設備方面可針對閒置空間進行再利用，各私立科技大學轉型可將年長者需求，如安養院、長期照顧等方向可作為後備方案；三、或可將宿舍、教室等空閒空間轉型成套房出租，不僅能達到轉型目的亦可為我國現今因低薪、高房價下青年買不起房子租屋需求列入轉型備用方案；四、可與政府配合將校園空閒之空間轉型為套房、公寓，提供未來都市更新之住戶臨時居住房屋，或青年住宅出租方式轉型抑可與政府達成租賃關係轉型為公家機關使用。總之，將企業與教育結合轉型為企業與教育共同研究室、與企業合作將校園空間，透過重新規劃等方式轉型為廠辦大樓，由租金獲得利潤等方式不失為一方式。

Since, like other countries, Taiwan has been suffering from low-birth rates, the sources of students have become a thorny issue for most of the countries, including Taiwan. It will bring about a huge impact on educational industries worldwide. It is also highly related to aging problems. This thesis attempts to use literature reviews as well as interviews of relevant interviewees as a qualitative method exploring the impacts of declining birthrate on society as well as educational industries, especially mainly on private universities of science and technology. By virtue of literature reviews and expert interviews, this thesis finds that: First, private universities of science and technology may develop professional talents through partnerships with enterprises, which could improve the incentives for enrollment. Second, the campus could reuse the hardware and equipment, instead of being idle, as a backup plan for the demand of the elderly, for example, in nursing homes and long-term care. Third, they may convert vacant spaces like dormitories and classrooms into suite rentals, as can meet the rental demand of young people who cannot afford high housing prices. Fourth, perhaps, they could cooperate with the government to transform the idle spaces on the campus into suites and apartments, providing residents with temporary homes if urban renewal would start in the future, or both universities and the government could develop partnerships to build a leasing relationship in offering rental apartments for the youth who need it. In short, the ways of combining business and education into a joint research room for business and education, cooperating with enterprises to transform campus spaces into offices by virtue of re-planning or re-organization so that their profits may come from rents.
