農會總幹事的領導風格與創新經營之研究 -以信義鄉農會為例

摘  要   信義鄉因為一連串的天災受損而躍上新聞版面,災害新聞造成旅遊業和農產品極大的損失。但信義鄉農會總幹事黃志輝先生卻將危機當成轉機,以他獨特的領導風格與創新經營帶領信義鄉農會從全省二十個艱困農會的最後一名,躍昇為明星級的農會,成為許多農會觀摩的對象。   本研究將深入探討黃總幹事的個人特質和領導風格與創新經營對農會的績效影響。黃總幹事高瞻遠矚洞燭先機掌握機會,取得全國第一張民間釀酒執照,建立信義農會品牌形象,以「變」創新經營梅子夢工廠,在賞梅季期間舉辦各種活動吸引人潮,提倡農產品行銷在前端,而不是梅子收成後再做行銷。以好的服務經營農會,才能跟農民緊密結合。並且藉力使力,與電信業、國家劇院、魏德聖導演合作「海角七號」電影,造成馬拉桑酒熱賣,2014年與台視電視公司合作拍攝「春梅」電視劇,將再創梅子產業的高峰。   黃總幹事對員工充分授權,常激勵、關懷員工,在人情世故上面面俱到,不讓員工感到尷尬。在社會責任方面,每年寒暑假梅子夢工廠會提供工讀機會給鄉親,傳遞善因緣,在地利部落提供辦公大樓做為地利門診部,造福鄉里。總幹事人格特質做事傾向完美主義,而且包容力很高,記憶力強,黃總幹事知道如何化敵為友,減少地方派系之爭,他處事圓融不與人爭。   黃總幹事領導風格符合新領導理論,即增強領導者對部屬的影響力,使部屬能改變其價值觀與增進組織凝聚力,提升部屬對領導者的忠誠度、信賴感及向心力,不僅鞏固了部屬對組織的承諾,更進而強化了組織的效能,使部屬皆能為組織目標及領導者更盡心力,並得到自我實現與需求的滿足。

Abstract Xinyi Township was reported by news pages, the whys and wherefores of a series of natural disasters. The negative news caused great loss to tourism and agricultural products and made Xinyi Township Farmers' Association the last one of twenty mismanaged Farmers' Associations ranking. But Huang Zhihui, the General Manager of Xinyi Township Farmers ' Association, turns crisis into opportunity, who leads Xinyi Township Farmers' Association to be a star one with his unique leadership style and innovation management. Now Xinyi Township Farmers' Association is observed and emulated by many Farmers' Associations. This study aims to explore the impact on the performance of personal traits , leadership style and innovation management of Mr. Huang, the General Manager of the Farmers' Association. Mr. Huang observes the trend , who gets the first wine license a, sets up the image of brand, and manages “Plum DreamWorks” by the concept of “change." He holds various activities to attract crowds during the plum quarter. He doesn’t do the marketing after plum harvest, but promotes agricultural marketing instead. He integrates the other industries to sell farm produces. He combined the Farmers' Association with telecommunications industry, National theatre, and Film industry. The movie “ Cape No. 7” directed by WEI Te-Shen’to made Mala Sang wine hot selling. In TV series "Chunmei" produced by Taiwan Television TV company 2014, the plum produce reached the peak. Huang authorizes employees fully, often motivates and cares staff. Be a warm boss, he does not give employees embarrassment. In terms of social responsibility, he provides work-study opportunities of plum DreamWorks for residents during winter and summer vocation. He supplies Office department as outpatient services to help residents. General manager is a perfectionist but with high tolerance. He has good memory, always know the way to convert an enemy into a friend, and won’t involve party factional struggles. He is doing things not competing with harmony. Huang’s leadership style fits new leadership theory, that enhances the leader's influence on subordinates. So that subordinates can change their values and enhance organizational cohesion, enhance loyalty subordinate leaders, a sense of trust and solidarity. Not only reinforces the organization's commitment to subordinates, but in turn strengthen the effectiveness of the organization. So that subordinates have encountered leader for organizational goals and more conscientious force and get self-realization and demand meet.
