Personal Data Safety and Risk Management – An Example of Skill Certification Process

摘要

現今的社會申辦任何事物皆須留下個人資料以便後續作業，但是在作業流程中資料外洩的風險是存在的，因此許多人會擔心資料外洩而造成被詐騙或是被他人移作它用而造成財物損失，因此本研究利用失效模式與效應分析（FMEA）手法找出在技術檢定考試的流程中可能資料外洩的潛在因子，將這些可能發生的因子預防並且做改善，期望達到最佳的效果，而本研究利用豐田式管理的5W1H理論找出個人資料外洩的根源，並使用防呆法提出有效的預防方案。

In today's society, you must leave your personal data for everything. However, there is a risk of data leakage during the operation process. Therefore, many people could be cheated due to data leakage or data used by other purpose cause property loss. This study uses the Failure Mode and Effects Analysis (FMEA) method to find out the potential factors of possible data leakage in the process of the Skill Certification, and to improve these possible factors, hoping to achieve the best results. The 5W1H from Toyota way management and poka-yoke method were used to find out the true causes of personal data leakage and propose effective prevention plans.
