With the changes of the times, electronic products are widely available. More and more parents are seen to let their children use mobile phones, tablets or computers in the society. For young children, as long as they can learn quickly through imitation, exposure to electronic products is an indispensable trend in the future, and it is the same for children with developmental delay. Therefore, how to apply multimedia technology products to education to produce learning results will be an important issue in the future. This study focuses on the effectiveness of the electronic picture books teaching model in improving the reading comprehension ability of children with developmental delay. It also discusses whether “paper picture books” and “electronic picture books” are different in promoting learning effects. In this study, children with developmental delay were selected as subjects, and three different types of paper picture books and electronic picture books were used for teaching. Pre-test and post-test are performed in two teaching methods. According to the children's understanding of the test questions, the children's performance in the reading comprehension of the picture book was analyzed. The results of the study showed that the children with developmental delay rate of the "electronic picture book" reading comprehension test was higher than that of the "paper book". It can be seen that the sound, light, video and animation interactions of multimedia technology products can stimulate the visual, hearing and tactile stimulate of children with development delay, which can significantly improve their reading comprehension ability. The results of this research can be provide teachers and parents with an important reference for teaching and counseling for children with developmental delay.
