狹小巷道火災搶救之研究-以新北市三芝區為例

摘要


本文以消防為出發點,針對2003年臺北縣蘆洲市大囍市火災、2013年新竹縣新埔鎮公寓火災及2015新北市三重區文化北路公寓火警來探討成災因素,並借此針對三芝區狹小巷道進行相關研究。 本研究以文獻探討前段三場火災之致災因子,搭配三芝區狹小巷道實地訪查,並針對三芝區消防分隊以問卷調查來分析轄消防隊員對於轄區認識、工作經驗、搶救問題及搶救對策。 研究發現三芝區消防人員普遍對於轄區認識不足,經由兵棋推演參與次數、轄區及救災器材之不定期抽測考核來提高消防人員之熟悉度,避免發生消防人員發生第一時間無法到達現場,並對於狹小巷道內住民進行防災宣導,推廣民眾裝設住宅用火災警報器,建立民眾自主防災意識,以減少狹小巷道火災發生之嚴重性。

This article uses fire protection as the starting point to discuss the disaster factors in 2003 in Daxi City, Luzhou City, Taipei County, 2013 in Xinpu Town, Hsinchu County, and 2015 in the apartment fire in Wenhua North Road, Sanchong District, New Taipei City. Research on the narrow lanes in Sanzhi District. This study uses the literature to explore the disaster-causing factors of the first three fires, cooperates with the field visits to the narrow alleys in Sanzhi District, and analyzes the firefighters’ understanding of the jurisdiction, work experience, rescue problems and rescue countermeasures with a questionnaire survey for the Sanzhi District fire branch. The study found that the firefighters in Sanzhi District generally have insufficient knowledge of the jurisdiction. The number of participation in military simulation, the random test and assessment of the jurisdiction and disaster relief equipment are used to improve the familiarity of firefighters, to avoid the occurrence of firefighters failing to reach the scene in the first time, and Residents in narrow alleys carry out disaster prevention propaganda, promote the installation of residential fire alarms, and establish citizens' autonomous disaster prevention awareness to reduce the severity of fires in narrow alleys.
