上海市政府治理模式與台商互動關係之研究 ∼以浦東新區台商為例

摘要

上海，是中國大陸最大的經濟和工業中心，也是台商最多地方，台商面對中國最先進的城市，究竟會遭遇哪些治理上的問題？在經歷過金融海嘯與未來影響上海經濟發展最大的世博會衝擊後，對於台商究竟有何影響？這是值得我們探討的問題。
壹、研究目的:
一、上海市政府治理模式之探討
二、台商與上海市政府互動之狀況及其衍生之問題與對策
貳、文獻:
治理（governance）與統治（governing）無論從中文或英文加以解釋，意義都非常相近，經常互相混淆，故必須予以澄清概念。學者Robert Leach 與 Janie Percy-Smith( 2001 )曾指出:地方治理包括三個模式:市場模式(market model)、社群模式(community model)、網絡模式(network model)。地方治理因面對日益複雜公共事務，所以必須透過複雜網絡運作，才能協調出解決議題，無法以單一模式可以解釋。所以地方治理理論研究途徑應以網絡關係著手，除了府際關係、網絡治理，還應加入組織重組途徑，以因應新型態公共事務議題所成立組織型態，目的在解決傳統組織分裂而無法處理之議題。
?、研究方法:
本研究方法採田野調查法，此為「質性研究法中最主要的資料蒐集策略」，其意指「研究人們日常生活的自然行為模式
肆、研究內容:
研究分析上海治理機關及治理方法、分析上海台商投資狀況、世博會與金融風暴對上海的影響、台商協會與台商間關係，上海市政府的治理政策是否影響台商投資?互動是否頻繁?上海的治理模式統治或是治理?是本文要探討因素。
伍、研究結果:
(一)、上海市政府治理模式為統治途徑，非治理途徑。(二)、上海市政府組織結構模式屬於層極化(hierarchy)。(三)、「台商」與在上海市政府之互動頻繁性，是依據其投資額而定(四)、台商產業別會影響上海市政府互動關係（五）、「外部因素」會影響上海台商與上海市政府之互動性

First, study the purpose:
1, discussion of the administration way of government of Shanghai
2, state and question and countermeasure derived that the Taiwan trader interacts with government of Shanghai
Second, document:
Administration ( governance) With ruling ( governing) No matter explain from Chinese or English, meanings are both very close, often obscures each other, so must clarify the concept.
Scholar Robert Leach and Janie Percy-Smith ( 2001 )Have pointed out: Manage and include three ways in the place: Market way (market model) , community way (community model) , network way (network model)
Control it because of in the face of the complicated public affairs day by day in place, so must pass the operation of the complicated network, could is it is it solve topic is unable to may be explained so as to the single way to happen to coordinate. So manage the theoretical research way and should be set about with the relation of the network in the place, except the relation of border of the office, network manage, also it should join organize way of recombinating,with because should attitude public affairs organizing type attitude that topic establish not new-type, organize and split but the topic that can't be dealt with in tradition that it is solved that the purpose is here.
THIRD，research approach：
Research approach this adopt field investigation method, for ' quality study law main materials collect tactics ' this, it means ' natural behavior of studying people's daily life
Four, research contents：
Research and analyse Shanghai and manage the organ and administration method, analyse the relation among investment state of Taiwan trader in Shanghai, World Expo and impact on Shanghai of the financial storm, Taiwan trader's association and Taiwan trader, does the administration policy of the government of Shanghai influence the Taiwan trader to make the investment? Is interdynamic frequent? Is the way of administration of Shanghai ruled or managed? It is this text that should probe into the factor.
Five, result of study:
(1) , the administration way of government of Shanghai is to rule the way, do not manage the way.
(2) , the institutional framework way of government of Shanghai belongs to layer and polarises (hierarchy) .
(3) , ' Taiwan trader ' and municipal government interdynamic and getting frequent in Shanghai, make according to capital cost its
(4) , it influences the interdynamic relation of government of Shanghai that Taiwan trader's industry does not know
( 5) , ' the external factor ' will influence the Taiwan trader in Shanghai and interdynamic of the government of Shanghai•
