公私協力促進地方文化產業之研究-以鶯歌國際陶瓷藝術節為例

A Study on Promoting Local Cultural Industries by Public-Private Partnership:The Case of Yingge International Ceramics Festival

摘要


本研究以鶯歌國際陶瓷藝術節活動為研究主體,透過文獻分析法及深度訪談法,由公私協力的理論探討公私協力關係,依「目標共識」、「共同參與」、「資源整合」、「溝通協調」、「互相信任」等面向分析公私部門在鶯歌國際陶瓷藝術節的協力互動情形,以及活動對地方文化產業發展所帶來的影響,並提出實際運作現況所發生的問題,以及對未來發展的建議。 研究發現:國際陶瓷藝術節協力關鍵因素分析:一、目標共識:最大落差-民間有商業目標需求無法滿足。二、共同參與:活動由陶博館主導,民間參與較少。三、資源整合:活動經費縮減是最大問題。四、溝通協調:溝通尚稱順暢,溝通衝突較少。五、互相信任:信任程度尚可,首長及產業經濟是關鍵。 公私協力之成效與影響分析研究發現:一、國際陶瓷藝術節舉辦之成效為:推廣陶瓷文化、促進觀光、國際化交流,但無法照顧傳統產業。二、國際陶瓷藝術節對地方陶瓷產業發展的影響是間接性、長期性的幫助,但對地方產業經濟上的直接幫助有限,與傳統產業偏離,需要有跨政府部門、更多民間部門參與。三、國際陶瓷藝術節的問題與困境:公部門囿於經費,活動面臨縮編、轉型或裁撤之考量,私部門希望公部門解決交通、展場、行銷問題,活絡陶瓷產業。四、對未來發展的看法:公部門希望陶博館扮演吃重角色,加強跨部會合作,振興產業,私部門希望陶博館經營手法要靈活,並結合民間力量。 研究政策建議:一、以活動推廣鶯歌陶瓷文化、國際陶瓷文化交流,值得保留肯定。二、地方陶瓷產業仍然需要有商業性大型活動來行銷產業。三、需要更多跨政府部門、民間部門來參與陶瓷產業活動之公私協力。四、成立NGO組織,促進陶瓷文化產業之發展。五、成立大型陶瓷商品展示貿易中心,振興陶瓷產業。

In this study, Yingge International Ceramics Festival is the research object, through literature review and interviews, the theoretical discussion by the public-private partnership between public and private partner, according to " common goal," "participation", "integration of resources," "communication and coordination,""mutual trust "in public and private sectors for the analysis of Yingge International Ceramics Festival in interactive situations, as well as activities on the development of local cultural industries impact, and to make practical operational status of the problems that occur, as well as recommendations for future development . Discovery of the study: The International Ceramics Festival analysis of key factors: First, the common goal: the biggest difference - folk have a commercial objective requirements cannot be met. Second, the joint participation: Active dominated by the Ceramics Museum, less community involvement. Third, integration of resources: reduced activity funds is the biggest problem. Fourth, communication and coordination: Communication are fairly smooth, communication less conflict. Five, mutual trust: trust is acceptable, the government leaders and industrial economy is the key. Public-Private Partnership effectiveness and impact analysis study found that: First, the International Ceramic Art Festival effectiveness as: promotion of ceramic culture and promote tourism, international communication, but cannot take care of traditional industries. Second, the International Ceramics Festival of local ceramic industry development impact is indirect, long-term help, but the local industrial economy of the direct assistance is limited, and the deviation from the traditional industries, the need for cross-government, more private sector involvement. Third, the International Ceramics Festival issues and dilemmas: confined to the public sector funding activities facing downsizing, restructuring or abolition of reasons, the private sector want the public sector to solve the traffic, exhibition, marketing issues, active ceramics industries. Fourth, the future development of the view: Ceramics Museum hopes the public sector role to play heavy and strengthen inter-ministerial cooperation, the revitalization of industry, private sector business practices Ceramics Museum hopes to be flexible, and combine civil forces. Research policy recommendations: First, to promote Yingge Ceramics culture, international ceramic cultural interaction activities, definitely worth keeping. Second, the local ceramic industry still needs to have commercial large-scale activities to marketing industries. Third, the need for more cross-government, private sector to participate in the activities of the Public-Private Partnership ceramics industry. Fourth, the establishment of NGO organizations, to promote the development of cultural industries ceramics. Fifth, the establishment of large-scale ceramic commodity exhibition trade center, the revitalization of the ceramic industry.
