在全球生物科技熱潮方興未艾的氛圍下,構成我國投入農業生物科技產業發展的契機,但國家介入的方式及其角色、功能卻不再因襲過往IT產業的發展模式,而有隨時空背景而轉型的現象;此時發展型國家理論於多國個案研究中,更招致理論質素置換、假定動搖及因果解釋力量薄弱的究詰。 本文透過次級資料分析、深度訪談與層級分析方法,勾勒我國政府引導產業發展二十餘年的路徑;凸顯行動者之間價值與立場的分歧,討論產業創新面臨到的限制與條件,並綜合綜合微觀與鉅觀的實證調查分析結果,描繪農業生技產業與國家政策之間的關係與結構樣貌,以及國家干預之合理性、自主性變化的面向與原因,並進一步析論在全球脈動中居於追隨角色的台灣,在民主化與資本、市場全球化的內外變遷趨動之下,國家發展力量就此傾頹或轉型。
Over the past few decades, Taiwan has been lauded for planning capability to promote rapid development of IT industry and become the basis for economic miracle. Recently, Government advance policies that facilitate the innovation generating, diffusing, and utilizing, and stimulate the private investment to agriculture biotechnology industry. Authors of developmental state and systems-of-innovation both accentuate that government has a significant role for innovation and economic development.Yet the systems-of-innovation theories assume distinct institutional systems and neo-liberalism ideology which make that quite opposite view to government involvement in utilize a particular strategy of development. One of purpose of this article is to observe the role and function of policy measures and what degree they depend on the political processes behind state action.Then analyze and debate whether the state autonomy of choosing or nurturing specific industry been limited because of the macro environment transition.The last but the most important, this research seek to clarify whether the transformation path of state govern economic affair has truly occur. Which leads to government fail with utilize a particular strategy of development to maintain highly intervention, and lose ability of pilot agency to implement their will. To answer these questions, this research is based on document analysis and in –depth interviews to collect data. Then applying the approach of Analytic Hierarchy Process(AHP)to reveal the gap of policy for innovation support between network actors.
