台北創意城市展望---創意城市計畫探究與影響分析

摘要


創意城市潮流,已經在世界各地嶄露頭角。因為是由西方學者和專家所思索出來的理論,所以這種創意城市型態的新都市計劃特別適合北美和西歐各城市。正因如此,本案也探討當此都市計畫型態被”移植”到世界其他城市的因應方法。我的目標即是了解此都市計畫在台灣的首都城市---台北,如何依據當地特色去轉型並融入。 根據創意文化的多元面向特色,我相信”多方探究是必要的政治承諾,” (Luckman, Gibson and Lea, 2009; p.71),尤其是把”非原生”的政治框架移轉到像台北這樣的城市環境時。藉由分析當地政府如何在文化層面施行創意城市的計畫,去設想出移轉此政策的方法以及其實際可行性。 創意城市計畫是多面向的策略,影響著城市的多元動態。此論文的目的是想針對台北地方政府打造台北成為創意城市提供綜觀方法。由於目前相關研究並不多,我將此研究視為探究創意城市是否為台北的可行未來之初步研究行為。 為了瞭解台北的創意觀,我著重於一個地方政府的文化計畫---台北藝術村。我的個案依據地方行政為台北定義的創意計畫去做論述。在這整個過程探究中,我概括出總體輪廓並於論文中解釋我所獲得結論。

The creative city trend is gaining more and more popularity worldwide. Being the kind of theory developed by Western specialists and scholars, the creative city proposes a new model of urban planning that fits into the context of North American and West European cities. Therefore one of the main concerns of this study is about the way in which this urban discourse is being ‘transplanted’ to different cities around the world. My aim is to understand how this urban phenomenon is being adapted and reformulated to fit local particularities, in this case – Taiwan’s capital city. Given the multidisciplinary characteristics of the creative city discourse I believe that “plurality in research is a necessary political commitment” (Luckman, Gibson and Lea, 2009; p.71), especially when it is about transferring a “non-native” policy framework in an urban environment like Taipei. Analyzing how the local city government is implementing the creative city principles at a cultural level can portray the methods used to translate this policy and how feasible these methods actually are. The creative city is a multifaceted planning strategy that is affecting a multitude of urban dynamics and the purpose of this thesis is to offer a critical outlook towards the way in which Taipei’s local government is trying to build this new urban identity for Taipei as being creative. Considering that there are not many studies about Taipei as a creative city, I see my research as an early endeavor in trying to understand whether this is a viable direction for the city’s future. In order to understand the creative prospects of Taipei I will be focusing on a local governmental cultural project – Taipei Artist Village. This is my case study upon which I built my arguments regarding the way in which the local administration is defining the city’s creative discourse. By outlining these processes I reached a set of objective conclusions that I explained throughout my empirical study.
