摘要
本文研究問題為「研究愛爾蘭的歐盟政策，暸解其政策立場的成因」；研究目的在回答愛爾蘭歐盟政策立場的問題，透過愛爾蘭個案的實證經驗，驗證以新功能主義(Neofunctionalism)為基礎的超國家主義理論，和以國家中心主義為核心的「政府間主義」(Intergovernmantalism)理論，完成以實務檢驗理論之適用。並希望透過對愛爾蘭參與歐洲區域整合的行為觀察，提供台灣未來在參與區域整合時之參考和經驗。 研究方法以文獻分析法和歷史研究法為主，文獻來源以二手資料為主，第一手資料為輔，二手資料來源包括國內外相關之專門書籍、學術論著、期刊論文等，並透過全球資訊網站，取得愛爾蘭、歐盟、和其他跨國研究機構於網路中公開之資訊、期刊、統計數據等；第一手資料內容則為訪問愛爾蘭網友所獲之資訊。 研究內容為分析愛爾蘭參與歐盟整合之經驗，分析愛爾蘭面對歐盟重大整合事件之態度，即以單一歐洲法(Single European Act)、歐洲聯盟條約(Treaty on European Union)、歐元(Euro)發行、尼斯條約(Treaty of Nice)和歐盟東擴(European Enlargement)、歐洲憲法(Treaty of the European Constitution)和里斯本條約(Treaty of Lisbon)為分析條件，觀察愛爾蘭面對重大事件之立場，並分析得出愛爾蘭歐盟政策之特色，並將其特色和理論相驗證，檢驗出理論之適用性和其缺憾。 研究結果發現愛爾蘭歐盟政策立場之特色有二：一、偏好經濟性之整合事件；二、偏好使用公民投票解決歐盟事務。第一項偏好經濟整合事件之理論檢驗：新功能主義在單一歐洲法、歐洲聯盟條約、歐元發行這三事件較具有理論解釋力；政府間主義則在尼斯條約和歐洲東擴、歐洲憲法、里斯本條約這三事件較具有理論的解釋力，但兩理論皆有其理論缺憾和無法解釋之處，相較此二理論，本文亦發現羅至美教授於2010年提出歐洲整合模式之英國模式，更可針對愛爾蘭偏好經濟整合事件之特色，做出較完整的理論詮釋。但在檢驗第二項偏好公民投票之整合特色時，三個理論之論點皆無法提出解釋，在分析後得出其原因在於三個理論皆忽略「歷史因素」對行為者的影響，此亦是現行區域整合理論之缺陷且未來尚需努力之方向。

The research for this article is about “Study Ireland’s European Policy and understand the causes of it’s policy stance.” By the empirical experience of Irish case, the research aims to answer the features for Irish EU policy issue, to verify the Supranationalism based on Neofunctionalism and Intergovernmantalism cored by State-centrism, and finally to complete the application for theory practical testing. Hope to provide Taiwan reference and experience for future regional integration by the observation of Irish case in European Integration. The research methods consist of Document analysis and Historical research. The documents are mainly from second-hand data and few parts from first-hand. The second-hand data comes from global specialized books, treaties, journalists, etc. By the World Wide Web, to get the information, journalists and statistics published by Ireland, EU and other International organizations. The first-hand information was made by asking Irish Net friend. The research contents are to analyze the Irish experience to join EU integration and to analyze the attitude for Ireland to face the significant event of EU integration. Those events are Single European Act, Treaty on European Union, the issue of EURO, Treaty of Nice, European Enlargement, Treaty of the European Constitution and Treaty of Lisbon. Analyze the Irish European policy features by observing the stance of Ireland while facing those events. Verify the features with those theories above and find out the applicability and the shortage. The research result shows two key features for Irish European policy. For the first, Ireland prefer to join the economic integration, and for the second, the Irish people prefer to use referendum for EU affairs. For the first feature, the Neofunctionalism shows better explanation in Single European Act, Treaty on European Union and the issue of EURO. The Intergovernmantalism shows better explanation in Treaty of Nice, European Enlargement, Treaty of the European Constitution and Treaty of Lisbon. But both those two theories show shortage and can’t explain those events very well. Comparing those two theories, this research also found that the article published by Dr. LUO, CHIH-MEI 2010 about the England model to European Integration can show a better explanation for the first feature mentioned above. But it still can’t explain very well for the second feature. After the analysis, it figured out that it’s because of the ignorance of historical issues to the behaviors. This is currently the shortage for regional integration theory and we need to keep improving it in the future.
