供應鏈績效評估與影響因素探討

摘要


供應商的遴選隨著其對於採購決策以及企業競爭力的重要性,已逐漸發展為透過不同特徵需求的系統化決策模型方式,以期能更有效、更快速的做出客觀的有利決策。有鑑於此,本論文以全球供應鏈佈局的角度,透過整體採購活動的階段性層別,規畫出一個全球供應鏈的管理架構,將供應鏈的管理依照採購階段區隔為先期新進供應商的資格評選,其次為對評選合格供應商的供貨績效評鑑。進行交貨的供應商的績效評鑑,是針對其季度的交貨實績進行供應商供貨能力的多面向評核,包含交貨配合度、品質、價格彈性,永續性的進行供應鏈的績效評鑑。 對供應商稽核與季度交貨評鑑所取得的績效指標,以一個兩階段的供應商評鑑。第一階段以資料包絡法中的純技術效率模式進行供應商的流程績效評鑑,並將評鑑的績效結果、佐以季度的供應商供貨實績,進行第二階段的綜合評價,將供應商區分為四個組別,分別為「高流程績效高交貨表現、高流程績效低交貨表現、低流程績效低交貨表現、低流程績效高交貨表現」。 此外,再以羅吉斯迴歸來進行與供應商績效相關的因素研究,證實其與供應商所在地區、產品品質、價格彈性以及生產前置時間有顯著相關。基於此結論,可透過品質損失成本以及價格彈性來評估兩階段供應商評鑑的成本效益評價,以本研究之實證企業為例,「高流程績效高交貨表現」的供應商組別,相較於「低流程績效低交貨表現」的供應商,估計將會有2,571,708,530的利潤提升。

Supplier selection method has become a systematic decision making process with consideration of a variety of vendor attributes, as it is getting important to purchasing strategy and company’s competitiveness to get an effective and quick decision making process. In view of this, a global supplier chain management structure is proposed through the different levels of entirety purchase activities. This management structure separates the supplier evaluation of purchasing activity into two stages. The first is advanced suppliers qualification audit of their process compliance, and the second is the supplier quarter delivery score review, such as delivery, quality, and price flexibility. Based on the audit and quarterly delivery score indices, a two-stage supplier evaluation could be practiced. At the first stage, the DEA-BCC model is applied to measure the technical efficiency of supplier’s process performance. And at the second stage, process performance and quarterly delivery performance are combined to assign the supplier chain into four perspectives, which include high process performance/high quarterly score, high process performance/low quarterly score, low process performance/high quarterly score, and low process performance/low quarterly score. In addition, a logistic regression model is adopted to investigate the influence factors of supplier performance. The results reveal that supplier location, product quality, price flexibility and cycle time have significant correlation with supplier performance. Based on the conclusion of this research, the cost benefit of this two-stage supplier performance evaluation can be evaluated by quality loss cost and price flexibility. The practical example of this study shows that the group of high process performance/high quarterly score suppliers would be expected to reduce the cost about US$2,571,708,530 comparing to the group of low process performance/low quarterly score suppliers.
