土地使用受到人類活動下急速變遷,也引起溫室效應、極端氣候等氣候變遷現象。且土地使用係透過空間規劃中土地使用、社會經濟等相關政策所改變。由於空間規劃擁有傳統土地使用計畫的概念,同時也整合其他部門相關的發展政策,並企圖影響自然環境及其功用,所以,當面對氣候變遷此長期且大規模影響的現象時,空間規劃被視為能因應全球氣候變遷的基本要件。 有鑑於國內外相關研究甚少探討過去空間規劃驅動土地使用而導致因應氣候變遷之共效益,因此,本研究以臺北都會區為研究範圍,利用生態經濟系統與GIS,建立臺北都會區有與無空間規劃之土地使用變遷系統。其中,無空間規劃之土地使用變遷模擬不受任何限制,會依照生態系統原理進行資產分派;而有空間規劃影響之土地使用變遷模擬設定,則透過文獻探討找出過去臺北都會區空間規劃政策,作為影響土地使用變遷之機制,以探討都市生態系統受社會經濟影響及人為作用驅動下,溫室氣體排放及都市受洪患災害影響程度,探討過去空間規劃對臺北都會區因應氣候變遷之共效益。研究結果發現,以保育或生態永續理念為出發之空間規劃對都市因氣候變遷之減緩與調適有共效益,而以開發為主之空間規劃則會對都市之調適作為有負面之影響。
Land use and global environment has been changed faster and faster due to the rapid development of human society in the recent years. Spatial Planning goes beyond traditional land use planning to bring together and integrate policies for the development and use of land with other policies and programmes which influence the nature of places and how they function. So, the spatial planning is an important instrument to facilitate adaptation to climate change. However, fewer studies have focused on the relationships between spatial planning and climate change. Therefore, this study chooses Taipei Metropolitan as the study area and integrates the researches of ecosystem simulation and ArcGIS to build the model of with and without spatial planning. One of land use simulation model will be unrestricted by spatial planning and growth from foundation of ecosystem, another model will be impacted by Taipei Metropolitan’s spatial policy over the past year. To analyst the land use cover driven by human behavior and further analyze the effect of spatial planning on the impact of climate change. The results show that spatial planning for conservation of natural resources with the co-benefit for mitigation and adaptation of climate change. The spatial planning for development has negative effect on mitigation and adaptation of climate change.
