臺南安平商圈發展之探討：產業群聚觀點
An Analysis on the Development of Tainan Anping Commercial Circle: Perspective of Industrial Cluster
摘要
臺灣商圈發展歷程已行之有年，而成功商圈的案例也不在少數，但百餘座商圈之中僅剩餘二十餘座商圈成為現今仍較為發展的商圈；在商業部經濟司投入資源的同時，如何妥善運用資源並將其發揮永續發展的功能，實為商圈經營的首要條件；而在商圈於地方上形成產業群聚的同時，產業群聚功能不僅需要發揮其基本功能，同時社會網絡關係的功能也是不可或缺的因素。 在此，以臺南安平商圈做為商圈發展的成功案例，探討為何安平商圈在歷經了十多年還能夠順利發展成為國際商圈，即使在這過程中經歷過大環境的金融海嘯、沒有獲得補助或商家的移出遷入；而是如何讓商圈能夠發揮永續發展的要素，是靠著產業群聚的功能？或者是有其他因素呢？ 本研究採用產業群聚理論做為基礎，再加以社會網絡理論做為輔佐，探討產業群聚之中是否社會網絡也是產業永續發展的重要因素，再配合深度訪談的佐證，讓產業發展的真正原因能夠真實呈現。 最後，本研究發現政府在產業群聚對於商圈所發揮的功能其實都有提供，但根據實際的因素發現，社會網絡關係才是永續發展的關鍵因素，若沒有「人」之間的互助合作，那其實安平商圈是可能無法有今日這番成就。

Commercial circles have been developed in Taiwan for many tears, throughout the years hundred had been developed, yet only twenty or so have last, there are some successful cases in Taiwan; however, when the Department of Commerce invests its resources, their primary concern is to how to use the resources properly in order to maintain a sustainable development of a commercial circle. Besides, when industrial cluster of commercial circles formed in local areas, not only do the functions of industrial cluster should have positive impacts, the functions of social network should also be indispensable factors. Using Anping commercial circle as a successful case, this study is here to discuss why Anping can be an international commercial after decades of development; even after it encountered financial tsunami, failed to receive financial subsidies and the constant replacements of shops and stores along the way. How Anping is able to function its sustain development factors? Is it by the functions of industrial clusters? Or are there any other factors? In this study, we use the theory of industrial cluster as the basic theory, and social network theory as the auxiliary theory, to explore whether social network relationship is a crucial factor to the sustainable development of industries or not; furthermore, we also use in-depth interviews to support the research, in order to reveal the real factor of the emergence of industry sustainment. Finally, this study discovers that although industrial cluster has contributed a lot, social network relationship is the key factor to the sustainable development of Anping; if there were no cooperation and mutual assistances between the residents, Anping could not have reach the achievement today.
