摘要

本研究主要探討在國際全球綠色新政趨勢下，國內環保產業之競爭力及發展策略；首先瞭解國內外環保產業定義及其範疇分類，其次蒐集全球綠色新政之發展策略及推動作法，以掌握市場脈動，再透過BCG矩陣、盤點現行推動環保產業之政策工具以及專家訪談，以分析出環保產業內部資源及外部環境之條件，最後進行發展策略SWOT分析。

本研究獲致成果如下: (一) 經BCG矩陣競爭力分析及專家訪談結果，一致認為水資源供給業、資源再生及能源技術服務業為全球綠色新政下具潛力的明星產業。(二) 建議環保產業未來發展策略為(1)發展重點潛力產業，掌握綠色新商機；(2)強化台日產業技術交流，共同佈局中國大陸市場；(3)建立綠色知識服務交流平台，強化產業競爭力；(4)產業維新，強化產業體質。

This study aims to the competitive strength and development strategy of the domestic Environmental Protection Industry which under the trend of Global Green New Deal (GGND). First of all, understand that the definition and category of environmental protection Industry at home and abroad. The Second collecting the development strategy of Global Green New Deal (GGND) and promoting practice to grasp the pulse of the market. Furthermore, using the BCG Matrix, making an inventory for current policy tool of promoting the Environmental Protection Industry and expert interview, then the results indicate that the internal resources of Environmental Protection Industry and the condition and external circumstances. Finally using SWOT analysis for development strategy.

Conclusions of this study are as follows:
First, according the results of BCG Matrix Competitiveness Analysis and expert interview, indicating that the water resource, renewable energy application and energy service businesses become the potential industry, which under the Global Green New Deal, GGND. Second, the suggestions of future development strategy of Environmental Protection Industry are as below:
(1) Develop potential industries and seize green business opportunities.
(2) Strengthen technical exchanges among Taiwan-Japan industry and china market layout.
(3) Set up the platform for green knowledge service and Strengthen industry competitiveness.
(4) Industry reform and strengthen the industry structure
