智慧資本與公司績效關聯性之影響─以中華郵政公司儲匯部門為例

摘要


由於全球經濟快速發展,社會極具轉型,資訊科技隨之發達及廣泛的運用,傳統的郵政單位當然也面臨轉型的壓力,更受到民營業者的強力競爭,使各國傳統郵政均遭到空前考驗,紛紛尋求突破解決之道,如經營體制由機關改制為公司組織,調整經營策略及方式,朝多元化經營等;國內郵局亦面臨相同問題。 為突破郵政經營困境,郵政總局乃參酌先進國家郵政機構改制為公司組織。歷經數年的波折及一再的溝通協調後,於2002年6月順利完成修法作業,並於2003年1月改制為國營公司,並預計在不久的未來,將朝完全民營化邁進。 本研究從中華郵政公司儲匯部門與智慧資本的觀點切入,探討對公司績效的影響。透過績效的顯現,期能從「知己知彼」中,認真思考郵政公司身的定位與未來的發展方向,在面臨未來全球化的競爭態勢下,讓郵政公司的經營績效優劣忠實呈現,使郵政公司管理階層更能兢兢業業於職守,俾能在知識經濟的世代中,提升中華郵政公司的競爭力,具重大意義,更是本文所殷切期待。 本研究主要發展3階段研究流程。在第1階段為研究構思及規畫階段,首先確立研究之動機與目的,再根據相關文獻做整理與回顧,從中發展研究假設,依研究假設建立完整的研究架構。在第2階段即為取得本研究欲分析的資料,問卷內容擬以資策會對國內產業智慧資本項目106項指標為主要衡量項目,於問卷回收後,再對資料進行分析。第3階段的作業包括分析各項假設並闡釋研究結果,提出本研究結果對學術及實務之管理意涵,最後提出本研究之主要發現與結論,並提出研究可能的限制及對於研究結果在理論上與實務上的意涵,進而提出後續研究方向之建議。 本研究的結論為對中華郵政公司提出四點建議,1、有效提升人力資本的能量與流動率;2、將知識、經驗或技能予以系統的保存;3、強調分享與互動的企業文化;4、擬定智慧資本的策略管理。

Because global economy is developed fast, the society makes the transition very much,the application of information with thereupon developed and extensive science and technology, certainly the traditional postal unit faces the pressure that makes the transition, the strong competition of the persons who are opened by the people too,make various countries traditional postal service tested unprecedentedly,seek to break through the solution one after another,if the management system changes into the company from organ to organize,adjust management tactics and way,face and manage etc.in pluralism;The domestic post office also faces the same problem. Managing the predicament in order to break through the postal service,the general post office considers the advanced national postal organization in light of actual conditions and changes from making into company's organizing.Go through it after the hiccups of several years and communication constantly are coordinated , finished repairing the law homework smoothly in June of 2002,and reform system for the state-run company in January of 2003,and is expected to march towards complete privatization in the future soon. This research is cut from the postal company's deposit and remittance department of China and view of the intelligence capital,probe into the impact on company's performance.Through the appearing of the performance,one can ponder deeply the localization of the postal company body and developing direction in the future when know yourself as well as the enemy, under facing the competition situation that is globalized in the future,let the management performance of the postal company appear well and badly and faithfully,make postal company layers of management can in a conscientious and down-to-earth manner on post , in order to be able to of the generation of kownledge economy, improve the competitiveness of the postal company of China,have great meanings,looked forward to ardently by this text even more. This research develops 3 stages and studies the procedure mainly.In 1 stage conceive for research and rule paint stage,establish the motive and purpose studied at first, and then do putting in order and retrospect according to relevant documents ,study and suppose from hitting development, in accordance with studying and supposing that sets up intact research structure.Making the materials wanted to analyse in this research at the second stage,it will be in order to weigh the project mainly to domestic 106 indexes of item of the capital of industry's intelligence that the content of the questionnaire is drafted as a means of the slip,after the questionnaire is retrieved,and then analyse about the materials.The working of the third stage including analysis every assumption and explaining the result of study,propose that a result of study proposes the main discovery and conclusion of this research finally to the management meaning of the academy and practice,and propose studying the possible restriction and with the meaning on the practice in theory to the result of study,and then propose the suggestion of the follow-up study direction. The conclusion of this research, in order to propose four suggestions , 1,improving the energy and flow rate of the manpower capital on the postal company of China effectively; 2,give systematic save of knowledge , experience or technical ability ;3,put emphasis on sharing it with the interdynamic corporate culture; 4,draft that the advantage tactics of intelligence are managed.
