近年來,兵役法及其施行法陸續修訂以後,兵役制度逐步在改變,兵役制度發展之趨勢,最受矚目的莫過於募兵制度了,但就國軍長年招募志願役軍、士官工作所遭遇的困難,並考量國防安全、社會環境及政府財力等因素,採行全募兵制是否足以捍衛國防安全? 本研究旨在探討國軍財務士官募兵政策之可行性,透過利害關係人之角度分析「政治」、「經濟」、「行政」及「時間」等四個面向之可行性,藉以提供政策決策者未來調整、持續、或終止政策之參考。基於以上目的,本文採專家訪談法及問卷調查法進行研究,對於募兵政策制定者及執行者方面,採用質化深度訪談法探討規劃募兵政策之人員及兵役單位管理者對募兵政策各面向之觀點與意見,另於政策受益者方面,以量化問卷調查法,瞭解現服「義務役」財務士官對未來募兵政策之看法。研究結果發現,綜合利害關係人之觀點,並就目前各面向所面臨之實際情況而言,且在現階段志願役士兵招募狀況良好的情況下,就各面向之可行性觀之,適宜推動全面募兵制。
In recent years, the military service has changed after the military service law and its implementation rules are revised and put attention on many concerns. The most important issue is whether the voluntary military service policy can be put into practice. Considering the recruitment of voluntary soldiers, national defense security, social environment, values and government's financial resources, it is important to explore the possibility of voluntary military service policy. This research aims at probing into the feasibility of voluntary military service policy, including political, economic, administrative, legal, and time feasibility, from stakeholders’ points of view to give policymaker a reference to adjust, sustain, or stop the policy in the future. In-depth interviews to policy planners and questionnaire investigation method to military service men were employed in the study. The research findings indicated that different stakeholders have different opinions in terms of policy feasibility of voluntary military service. The study concludes that both voluntary and compulsory military services should be implemented in current situation.
