推動農村社區再造與其遊憩發展之研究-
以雲林縣古坑鄉棋盤社區為例

農村社區休憩，是一種親近大自然環境的體驗活動，與一般的遊戲玩樂有所不同。休閒是意指在自由自在的閒暇情境，無拘無束的自由放鬆，回歸於自然，探索農村的自然生態即人、文、地、景、產。然，到處所見遊樂設施全被視為休閒旅遊導向，固然能增加遊客場域，卻未必是現今人民所響往之處。政府在早期推出社區發展與社區總體營造，近爾推動農村再生培根計劃法案，全是在做農村的重大建設工程，其目的在於使農村社區人文提升、環境改善、產業活化、生態保育等工作，藉由社區營造來發展休閒旅遊，提供國民多元化的休閒體驗面向。但看雲林縣75個通過農村再生計劃的社區，對休閒旅遊的工作尚未有所方向。因此引起本研究的動機及欲探索農村社區旅遊之基本要件，與社區永續經營的目的為何？本研究旨在探討古坑鄉棋盤社區通過農村再生後，對農村社區永續經營之理念與休閒旅遊所能提供的社區資源服務限制及潛力？本研究採質性研究法，以參與社區觀察、透過訪談、資料蒐集、社區周邊資源分析、文獻探討、政府推動政策、書刊等整理分析、以提出古坑鄉棋盤社區未來發展農村社區休閒旅遊之方向與目標。研究結論分述如下： 1.社區透過農村再生培訓之永續經營理念，可提升人文、改善環境、活化產業、生態保育等，為發展農村社區休閒旅遊之依據。 2.農村社區再造後，針對社區窳陋空間改造，振興產業資源，活化宗教文化資源，維護自然資源，迎向農村社區休憩旅遊邁進。 3.以棋盤社區內破損三合院整頓為住宿，開發當地特色產品，推廣地方美食，加強人力教育培訓，串聯周邊社區景點，善用區內已蓋完成之湖山水庫，規劃行程，詳實資訊服務，可為推動農村休閒旅遊之可行途徑。

Recreaction in the rural community is an experience activity for getting close to nature and it is different from general games and plays. Rural recreaction means one could be totally free and unrestrained to explore the nature environment of the rural community including its people, culture, geography, scenery and products. However, we could find rides everywhere considering as a kind of recreacrion. It may attract more tourists but it could not be the best place for people to visit nowadays. The main purpose for the government to set community development and community building into action in the early days and launched the manpower training plan of rural rejuvenation is to facilitate the rural construction project with a view to enhancing the humanities, to improving the environment, to activating the local industry, to protecting the ecology of the rural community as well as developing the recreaction tourism by building the community and providing multiple recreaction experiences. The purpose of this study is to discuss the conception of sustainable development for rural community after Ci-Pan community in Gukeng Township has passed the rural rejuvenation project as well as the limitation and the potential of the community resource service provided for recreaction. This research adopted a qualitative data analysis, including community observation, interview data collection, community resources analysis, relative literature and so on with an aim to find out the objectives for the future development of the rural community recreaction for Ci-Pan community in Gukeng township. The discovery of this study is listed as below: 1. By passing through the manpower training plan of rural rejuvenation project, the concept of sustainable development could help the community to enhance their humanities, improve their environment, activate their industry, and protect their ecology of the rural community and these could be the principles for developing rural community recreaction. 2. After rural community regeneration, it could be the promotive direction for series connection of the communities for evaluating the promotion of rural community recreaction. 3. To develop possible landscape for rural recreaction in the surrounding areas of Ci-Pan community.
