教師績效系統之建置

摘要


近年來大學為提升教師榮譽,增進教學、研究產學、輔導及服務之品質以促進教師專業成長,因而開始研究如何評估教師總體績效,進而討論實施教師績效實施方法及評量方式。   由於每一學校教師評鑑辦法有所不同,且評鑑著重方式也不一致,現今教師評量系統只能以客製化方式,針對不同學校的評量題型、權重及得分計算方式去設計,且日後無法自由新增題型及計分方式。因此我們需要一套自由度高的教師評量系統,來協助各學校輕鬆處理教師總體績效。   本文將設計一套自由度高的教師評量系統,所有題型均可自由新增及隨時隨地的做修改,修改範圍包含題型、欄位、欄位型態(型態分為整數、文字、日期、學年、學期、日期時間)、欄位計分,證明文件上傳及內容審核單位設置等。資料輸入可以由教師端及行政人員端輸入,或使用Excel直接匯入。教師端可由教師自己依據評量項目輸入資料,並依照該題目是否需要審核而進行資料審核流程。而在行政人員端,行政人員可依照已發生之事實挑選教師,輸入教師的評量資料並依照該題目是否需要審核而進行資料審核流程。   在系統報表部份,系統會自動換算教師輸入的資料,並依據對應欄位得分加以計算,自動轉成個人教師總體績效報表,且老師可依據個人發展重點調整系統計算方式,進而得到較正確的績效分數。而行政人員可隨時由本系統查詢老師目前績效狀態,分析每位老師相對需要加強的部份,並針對需加強的部份加以輔導,以提升學校整體績效。

In the recent years, schools began to study ways to evaluate teacher’s overall performance and promote the professional growth of teachers, in order to raise honor of the teachers, improve the quality of teaching, research, counseling, and the quality of provided services. Moreover, the schools discussed about methods to conduct evaluation on teacher’s performance. Since each school has various focuses and conducts evaluation in different ways, recent teacher’s performance systems are custom-made based on different types of evaluation questions, weighted questions, and score calculation. However, the customized system is inflexible for college to modify questions and adjust score calculation method in the future. Therefore, schools need a teacher performance system with high degree of freedom to assist with managing teachers’ overall performance. This paper will discuss about a design of a teacher performance system with high degree of freedom. All kinds of questions can be added and modified freely in this system. The questions can be modified in terms of field, field patterns (includes integer, text, date, year, semester, date and time), field scoring, document uploading, and auditing unit setup. In addition, data can be entered or imported directly from Excel by two different ends, teacher and administrative staff. Teachers can input data and initiate audit review process. Administrative staff can select teacher, enter evaluation information and decide whether the teacher needs to initiate audit review process according to occurred facts. Regarding to system report, system will automatically convert data inputted by teachers to individual overall performance report based on corresponding fields scores. Then, teachers will be able to adjust the system’s calculation method in accordance with individual development priorities to obtain a more accurate score on performance evaluation. Administrative staff can check and analyze teacher’s recent performance, and then improve school’s overall performance by advising teachers with their weaknesses.
