利用IPA探討公務機關小額採購服務品質之研究－以台電公司明潭發電廠為例

摘要

採購乃是由買方用金錢購買或利用其他途徑向賣方換取物質或服務的行為過程，它係指以合理的成本，在適當的時間與正確的地點，以最有效率的方法，順利地提供物品或服務以滿足需求單位的一種管理活動。本研究係以公務機關台電明潭發電廠為研究對象，運用重要度－表現程度 (Importance-Performance Analysis, IPA)分析，探究該廠員工對小額採購真正的需求與聲音（Voice of the Customer, VOC），找出應該立即改善的關鍵問題，以提升工作滿意度。
本研究發現：（1）開標室的空間及軟硬體設備不足，（2）依政府採購法規定，10萬元以下的小額採購得不經公告程序，逕洽廠商交貨，電廠自訂小額採購配套措施有爭議，（3）目前電廠內評鑑合格供應商的機制未盡理想，仍待加強等，此三項列為亟需改善的重點。
針對研究發現的問題，本研究進一步地從實證的觀點分別提出解決方案:（1）運用系統化佈置規劃法（Systematic Layout Planning, SLP），有效改善開標室的設施佈置問題；（2）利用K-T ( Kepner-Tregoe )問題管理模式做為供應商的遴選策略，以改善小額採購的配套措施，滿足顧客真正的需求。

This research is by official business institution Mingtan hydro power plants in Taiwan power company, application Importance-Performance Analysis, IPA to analyzed and solve problems, Inquires into this factory staff to the jot purchase true demand and the voice（Voice of the Customer, VOC）, discovers key question which should improve immediately, promotes the work degree of satisfaction. This research discovered that, (1) opening of bids room space and the soft hardware equipment is insufficient, (2) depends on the government procurement laws and regulations to decide, The purchase amount below NT$ 100,000 dollers make a small amount purchased not after announcement procedure,the purchases not after the announcement procedure, (3) at present in the power plant appraise and elect the qualified supplier's mechanism not most ideal matter remains to be enhance.This three items the key point which lists as must improve urgently.
In view of research discovery question, this research further separately proposes the solution from the real diagnosis viewpoint (1) Using Systematic Layout Planning, SLP effective improvement opening of bids room facility arrangementquestion. (2) utilization K-T ( Kepner-Tregoe ) a centralized management mode and planning mechanism, Improves the purchase the necessary measure,satisfy the customer true requirement.
