隨著科技的進步,許多企業的管理運作方式都已趨近於標準化、科學化;以往對於未知的情況大多採取經驗法則或是決策者的主觀意見來衡量,而因為沒有一套準則來評估工期與成本之間的關係,往往導致成本增加,工期延誤等問題。專案管理在企業中扮演的角色越來越被重視。在專案管理中,常常會面臨到資源分配的問題,特別是如何有效配置專案所需的人力到各工作階段中。有效解決專案中人力配置的問題,才能在滿足顧客需求下,追求達到降低成本及符合工期的目標。 而專案管理的工作重點主要是依照工作範疇及計劃進行工作與成本的規劃,而其中人力配置的多寡會直接影響到完工時間與成本支出。所以,如何決定人力配置的數量便成為專案管理程序中當務之急。本研究之目的即是運用電腦模擬的技術來幫助專案經理人解決人力配置的決策問題。本研究採用實際控制閥維修專案來展現電腦模擬的結果,而所導入的電腦模擬技術則幫助了專案經理人解決人力配置的決策問題。藉由模擬系統,可以使生產線上的產能提升,模擬各式各樣不同的環境,也經由這樣子的安排方能找出最大的效率,進而提高生產效益;其他的優點還包括不必冒花費昂貴設備的風險,就可以先對成本以及未來的作業模式、可能發生的瓶頸等問題做預測,對於企業來說可以達到無形的成本降低。

Therefore, how to determine the number of staffing has become the urgent task of project management procedures. The purpose of this study is to apply computer simulation technique in helping project manager solves manpower allocation problem. A real world control valve maintenance project is used to demonstrate the result of computer simulation application. With simulation system, the production line can enhance the production capacity to simulate all kinds of different environments, but also by such arrangements in order to find out the maximum efficiency, thus improving production efficiency; other advantages include no need to run the risk of expensive equipment, it can cost as well as the future mode of operation, possible bottlenecks and other issues making projections, can be achieved for enterprises to reduce the cost of the invisible.
