地政資料庫之資料探勘研究-以土地分區與土地異動原因關係為例

摘要


地政資料庫中詳實記載了台灣土地的異動變化,包含地籍、地價、地用及土地空間地理位置等之變動情形甚為豐富,全國土地及建物的現況、利用情形、土地價值,皆以其為基本資料庫,提供給其他公務機關建置及應用,如地理資訊系統,不動產(土地、建物)交易,全國土地利用情形,國土規畫,都市(非都市)開發利用規劃等,是為我國有關土地,環境,交通等資訊重大基本資料來源。 本研究主要針對地政資訊資料庫利用資料探勘技術進行分類研究,使用決策樹C5.0及類神經網路的中的倒傳遞式網路(BPN)演算法以及其兩種方法之混合模式為研究方法,並以土地分區、土地異動原因及與土地所有權人關係為例進行研究探討,研究發現住宅區及農業區土地的異動以買賣移轉為主要的變動原因,且農業區土地之權利人年齡有年輕化趨勢,突顯出農業土地由年輕人繼承後是否仍繼續供農業使用之問題產生;而在土地所有權人方面,仍以在地人(高雄)為主,外縣市者則以台南、屏東和台北地區為主,在土地權利人的年齡方面則偏向32~40歲之間。 地政資料庫所記載的資料即是於台灣土地的歷史,冀盼應用資料探勘技術發掘隱藏於地政資料庫中的現像及知識,提供為政府訂制國土相關政策之參考有助國家社會之發展。

Lands database recorded the real changes of land transactions in Taiwan, including cadastral, land price, land use, land space, land location, and so on. Based on the land database, data mining techniques, decision tree C5.0, back- propagation network (BPN) of neural network algorithm, and its two mixed methods coupled with the relationships among the land zoning, land transaction, and land owners were used for classification study. Study found that the sale transactions of residential and agricultural areas are the main factors for the land change. In addition, It is fond in literature tunt that agricultural landowners are getting younger than before. According to the government policy, all agricultural land should be used as the agricultural purpose. If the agricultural land inherited by young people, a question should he considered, which is the, agricultural land still continue to be used as the agricultural purpose? As for the landlords, most of them are from local area, Kaohsiung City. Landlords outside Kaohsiung City come from Tainan, Pingtung, and Taipei, and the age between 32 to 40 years old are the majorities for the landlords. Lands database information represents the land history of Taiwan. The purpose of this study is to explore the hidden lands knowledge after applying data mining techniques and providing an important reference on land-related policies, for povernment and help the further development of our society.
