桃米社區營造之發展與再造

摘要


本文檢視在南投埔里桃米社區從災後重建到觀光發展之間的過程,新故鄉文教基金會轉型社會企業並透過生態觀光重建桃米社區。在桃米社區快速變化的過程中,本研究僅在有限的時間內,針對桃米社區內現階段的社區居民以及業者進行訪談與觀察。大部分的居民對於桃米社區的災後重建都有屬於自己的做法與想法。這促使了桃米社區「凝聚」的精神在生態旅遊與災後重建生活下重構。 但筆者也在走訪過程中,發現了當初重建的凝聚力,原來以為只是當初大家共同經歷過了921地震,在深入理解了福同宮的背景與居民們的關係,而找到了這股凝聚力的來源。雖然無法得到證實究竟是哪一種力量促使今天的桃米社區變成桃米生態村,但是可以明顯的看到對於桃米社區未來發展的看法是有所差異的 在本研究中所提及的「集體災後地方感意識」以及漢人傳統社會的「凝聚力」其中的差異,使得他們在災後重建中對面日常生活的定義與實踐有許多不同的看法。這樣的差異性遊走於多元文化的融合與曖昧狀態,也凸顯了現代社區發展與過去傳統社會模式在災後重建之下的異同。我們也需要再加以思考甚麼是重建必然的過程,透過生態觀光真的能夠幫助到所有的居民,還是透過傳統漢人社會也能達到使居民的安居樂業的狀態呢。雖然桃米社區已經是一個台灣社區營造中的明星社區,在背後還是有許多災後重建的問題需要深思,必須透過長期關懷社區趨勢研究者的持續觀察。

In this research was discussing the process of the Taomi community in the Nantou Puli from rebuilding to the tourism development. Newhomeland Foundation will transform social enterprises and rebuild the Taomi community through Eco-tourism. In the process of rapid change of Taomi community, this study only for a limited period of time, for Taomi community at this stage of community residents and industry interviews and observations. Most of the residents of the Taomi community have their own practices and ideas. This has led to the "cohesion" spirit of the Taomi community to be reconstructed in the context of Eco-tourism and post-disaster reconstruction. However, when I visited Taomi, I found the original reconstruction of the cohesion of the original thought that only the original common experience of the 921 earthquake. In-depth understanding of the background of the Fu tong temple with the residents of the relationship, and found the cohesion of this source. Although it can’t be confirmed what kind of force to promote today's Taomi community into a Taomi Ecological village. But, it is obvious to see the future development of the Tao Mi community is difference. For the elders of Fu tong temple, or growing up in community youth, they not only want to do work for foundation, they have a link to the Community Development Association, but they want to take care of their elders in the community. For them, after the reconstruction of the need to pay attention to the problem, should be how to take care of everyone living in the community. The differences in the sense of "collective sense of local disaster" and the "cohesion" of traditional Chinese society in this study have led to many different views on the definition and practice of daily life in post-disaster reconstruction. The difference is between fusion and ambiguous state in the multicultural, and emphasizes the similarities and differences between the development of modern communities and the reconstruction of traditional social models in the past. We need to think about what is necessary to rebuild the process. Could Eco-tourism really help residents in Taomi? or Could live a happy life in the traditional Chinese society?
