大專院校節電目標與執行策略之探討

摘要


近年來能源改善課題在台灣有不斷攀升的跡象,民國96年以來平均用電單價增加1元更造成各大專院校財政重大負擔,然電價大幅上漲之情形乃是未來不可避免之趨勢,勢必再增加電費支出,此對於未來各校營運成本勢必造成相當大的衝擊。 大專院校在節電政策實施上仍處在短期階段,以耗能設備的汰換及宿舍冷氣的管控為主,進一步中長期的節能政策包括由財務考量之節能政策及目標、永續教育等仍待加強。大專院校節電投資成本效益最高(節約1萬度電投入經費最低)為10萬元,最低(節約1萬度電投入經費最高)為50萬元。 ESCO模式應用於大專院校主要為熱泵系統及照明系統,回收年限以5至7年為主,商業模式皆為節能量保證型。

Energy improvement topic in recent years in Taiwan there are signs of rising, average electricity price increases 1 dollar NTD since 2007 cause financial heavy charge on universities and colleges, electricity prices surging is the inevitable trend of the future is bound to increase electricity charges, for the future past costs is bound to have a considerable impact. All of the College and University Implementation on The Objectives and Strategies for energy saving are still in a beginner stage , exchange old and consumption hardware or machine as a primary management example such as hostel air conditional, for the further energy saving implement would have a financial and objectives as a primary sustainable education are waiting for enchance. Colleges and universities invest Cost-effectiveness the lowest cost such as 10 thousand dollar NTD for saving 10 kilowatt electricity and the higest part such as 50 thousand dollar for saving 10 kilowatt electricity in all the colleges and Universities. ESCO (Energy Saving Companies) application profile main in Heat pump system and lighting system , Investing Cost returning years up 5 to 7 years, Business profile as ESPC (Energy Saving Prefomance Contracting) as a opretaration contract.
