摘要

經過三十多年的蓬勃發展，海峽兩岸的經貿關係已越來越緊密。而與此形成鮮明對比的是兩岸金融業交流與合作的長期滯後。2009年，隨著兩岸《海峽兩岸金融合作協議》、兩岸MOU的簽訂，才使兩岸金融交流與合作加快了發展步伐。2010年，ECFA協議的簽訂更是為兩岸金融業發展提供了新的發展機遇，兩岸金融業往來獲得了比WTO框架下更有利的發展環境。
本文將兩岸金融業的主體——銀行業作為研究對象。通過蒐集、整理次級資料的方式，在對ECFA協議簽署背景、兩岸金融往來規範化歷程、兩岸銀行業發展概況進行介紹的基礎上，分析了ECFA下兩岸銀行業交流與合作的發展歷程、特點、面臨的機遇與挑戰。並用SWOT模型分析了兩岸銀行業互相投資的自身優勢與劣勢、面臨的機會與威脅，隨後提出了兩岸銀行業在ECFA下的發展策略。
最後，本研究還採取個人深度訪談的研究方式，蒐集了兩岸學者、銀行從業人員對於ECFA下兩岸銀行業交流合作的相關觀點，並予以整理和分析。

With the vigorous development in past thirty years, the cross-strait economic and trade relations have become closer. However, which contrast significantly to this is the lag of financial communication and cooperation for a long time. Until 2009 the signatures of “Cross-strait financial cooperation agreement” and MOU had accelerated the cooperation process of cross-strait financial transaction. In 2010 the agreement of ECFA had provided a new opportunity for the development of cross-strait financial industry, as the conditions has become more favorable than that under the WTO rules.

In this thesis, banking- the main component of the financial sector- is selected as the object to study. By the way of collecting and collating secondary data, bases on the introduction of the ECFA background, the standardization process of cross-strait financial transaction, and the cross-strait banking industry overview, this study analyzes the development process, the characteristics, the opportunities and challenges of cross-strait banking communication and cooperation under ECFA. Then the SWOT model is used to analyze the strengths and weakness of the cross-strait banking mutual investment, and the opportunities and threats they face.

Finally, the individual indepth interview is used in this study, in order to collect, collate and analyze the scholars and bankers’ perspectives.
