頁岩氣現行發展趨勢之研究

摘要

本研究之主要架構以全球頁岩氣發展政策分析模式為基礎，建構三種未來情境假設下該能源的產業發展競爭策略，使用的區隔變數為政策目標與全球頁岩氣發展策略目標，經過產業創新需求要素分析模式及專家之意見調查整合後，分析歸納出不同情境假設下的頁岩氣產業發展關鍵成功要素，提出該產業面對未來不同情境假設下的可行發展策略以及具體政策。
本研究根據產業創新需求要素與政策類型的分析模式得出結論，全球頁岩氣產業在未來三種情境假設下發展所需的的創新需求要素各有不同，但考量到以下因素：一、本研究使用未來式假設進行需求要素分析，故缺乏各種實體政策可分析政府施政方向。二、由於台灣缺乏該天然資源，故在相關產業人士與專家意見上的較難蒐集。有鑑於此，本研究改採用國內產業研究、政策研究、經營管理之專家意見進行分析，整理歸納出不同情境假設下所需的所有完整政策工具，並特別針對各情境假設中，均被視為極重要的創新需求要素列出所需的政策工具，分別是研究發展資源方面，需加強國家基礎研究能力，並提升國家整體對創新的支持，發展技術合作網路，加強政府對產業政策的訂定，並鼓勵同業間的技術合作，具體政策工具為科學與技術開發、教育與訓練、政策性措施與公營事業方面；市場資訊資源方面則需訂定產業標準及加強資訊的取得管道；具體政策工具為資訊服務相關；市場情勢資源方面，需積極開發需求量大且多元化的市場；具體政策工具為貿易管制與海外機構方面；市場環境資源方面，需加強國家基礎建設、提供優惠制度並建立產品技術與規格的規範；具體政策工具公共服務、法規及管制相關；人力資源方面，應培養、聘僱創新研發管理人員；具體政策工具為教育訓練方面；財務資源方面，需建立能提供長短期資金的銀行或金融體系，並補助研究經費，具體政策工具為財務金融相關

This thesis reports on a strategic analysis of the development trend of Shale Gas
Technology base on 3 kinds of assumption. A Policy model is used to assess the strategic
positioning entailing a 2-dimensional analysis, containing Shale Gas industry’s strategy
objective (vertical axis) and policy objective (horizontal).By this way, we could find in
different segmentation there will have different Industrial Innovation Requirements. Finally,
we could give different strategies sets under 3 different kinds of assumption
Evaluating the Industrial Innovation Requirements and Policy Tools leads to a
conclusion that no matter which assumption happen, some of the Industrial Innovation
Requirements items remains, meaning they are the most critical requirements for global Shale
Gas Technology development. The most critical categories Industrial Innovation
Requirements of policy instruments are science and technology development, education and
training, information services, finance, trade controls, regulation and control, foreign
institutions, public services The corresponding policy instruments in support of developing
IIRs are provided in the conclusion of this thesis.
