電信業發展有助於資訊流通,是國家發展的重要指標,電信科技高速變化,同業競爭也相當激烈,同時經營效率也會受到技術發展模式的影響,如何做好資源配置在險峻的環境成為電信業者的重要課題。本研究應用資料包絡分析法(Data Envelopment Analysis, DEA),以具有移動跳躍(Mobile Jumping)之東南亞電信業者為主要對象探討與其他東亞國家之經營效率與生產力。本篇採資料包絡分析法之CCR, BCC模式評估2014至2018年決策單位經營績效並運用麥氏指數衡量跨期總要素生產力變動。實證結果顯示:(1)東南亞之電信業者多具有比東亞電信業者更好的技術效率表現。(2)在移動跳躍的情況下的業者普遍擁有更好的表現,尤其是在代表經營技術與資源管理的純技術效率上。(3)東南亞具有移動跳躍之電信者總要素生產力變動趨勢主要來自技術效率變動。 關鍵字:資料包絡分析法、跳躍理論、電信業
The development of telecommunication can facilitate the flow of information and it plays an important role for national growth. Rapid update of technology and intensive competition make the allocation of resources to become a vital issue for the telecommunication industry. At the same time, the technology development path affects management efficiency and productivity. This study applies Data Envelopment Analysis (DEA) and compares Southeast Asia’s major telecommunication operators, which are under the condition of mobile jumping with other major telecommunication operators in East Asia. This study uses CCR and BCC models to evaluate operating performance of DMU and measures the difference of total factor productivity (TFP) by Malmquist during 2014~2018. The main findings are as follows: (1) Most telecommunication operators in southeast Asia have better performance in technical efficiency than east Asia. (2) Telecommunication Operators with mobile jumping show greater pure technical efficiency which presents operating skills and ability of resource allocation. (3) TFP’s change of telecommunication Operators with mobile jumping are mainly influenced by catch-up effect. Keywords: Data Envelopment Analysis, Leapfrogging Theory, Telecommunication Industry
