戰後台灣女警的發展-以台北市為例，1947～2000
The development of the Taiwan policewoman during the postwar years (1947-2000)
摘要
本文主要的研究範圍是戰後五十多年台灣女警的發展與變遷，探討戰後台灣社會在幾經轉折，從威權體制到民主憲政下，臺灣女警職務的變化與社會的關係，及國家對婦女政策的推動對女警工作內涵的影響。冀望藉由台灣警察與婦女運動的相關史料、歷史文獻、專書著作、期刊來了解台灣女警在什麼樣的時空背景下成立，及在婦女運動發展脈絡對於台灣女警產生何種改變與影響等。 國民政府在重建政權的過程中，爆發<二二八事件>後，為改善警察形象與警民關係於1947年在台灣首次招訓女子參與警察工作。在國民黨政府「以黨領軍」的威權體制，使用軍隊執行警察工作，並在制度上使警察依附在軍方與情治系統的支配下，台灣女警大多僅是被設限為處理婦女問題、小孩及處理內勤文書工作，具依附性、輔助性的「後備」警察角色。在台灣婦女運動的努力將傳統婦女私領域的問題浮上檯面，而提升以公領域的方式解決，有關女性角色和兩性關係成了社會關心的焦點之一。對於女警是否應獨立於警察機構自成為一單位，或者女警是否能擔任外勤的警察工作的議題，成為批評與變革的浪聲。行政院於1999年核定通過「婦女人身安全政策及施實方案」，並對當前婦女面臨的性侵害、家庭暴力與性騷擾、性剝奪等人身安全問題，開始陸續規劃體制面各項保護及預防措施，要求警察體系必須有所回應，在「法入家門」及兩性平權的新思維中女性員警工作漸跳脫傳統協助性、依附性地位，並逐漸建立其專業警察角色地位。

The main study range of this article is the Taiwan policewoman''s development and the vicissitude in the postwar more than 50 years. To treat the connection between the changes of Taiwan policewoman duty with society, and also the influence on policewoman’s duty content from country gives impetus to the woman policy, in the transitions of Taiwan society, from the authority system to the democratic constitutionalism. Excepting to understand the established background of policewoman and the changes and influence on the development context of woman movement affects Taiwan policewoman and so on, with the historical source books and periodicals of Taiwan police and women''s movement.
