以系統思維檢視與改善營運連續性管理系統 — 以製造業為例

摘要

在本研究中將製造業之組織架構以組織內各組成單位之運作流程繪製出組織運作圖，並以此圖作為探討組織導入營運連續性管理系統的分析基礎，搭配上組織運作所必須之金錢流、能量流、知識流、資訊流及物質流等五項組織運作流程（在本研究中將前述五項組織運作流程統稱為五大流），再以系統思維之組織管理原則進行營運連續性管理系統主要條文之解析，以瞭解組織在依據這些條文進行運作時需考量的事項，並對營運連續性管理系統主要條文不足之處提出改善建議。經本研究透過前述模式進行營運連續性管理系統主要條文之解析後，發現此系統對於組織所需投入之資源沒有一個系統性的規劃，且對於組織外部利害相關單位之考量不足。本研究之結果可使組織管理者能夠更容易去識別組織的運作狀態，進而針對組織所能掌控之範圍擬定適合之營運連續性管理方案。

In this study is based on Organigraphs, with five flow those are money flow, energy flow, knowledge flow, information flow and material flow, then according to systems thinking principles to analysis the main requirements of the business continuity management system, to define the organization how to accordance with system requirements, and provisions of suggestions for improvement the inadequacies of the system requirements.
