摘要
以現今的網通製造產業來看，各廠家之硬體及軔體的發展日新月異，使得產品的生命週期變得更加迅速，因此如何迅速的讓產品到市場上銷售，是產業面對的一項重要挑戰，也讓市場的競爭變為更加複雜，造成需求難以預測、客戶交期急迫、生產計劃經常變更等問題，迫使企業必需將資源整合作更有效的配置，因此如何建構一個更有競爭力的供應鏈模式，是各產業刻不容緩的一個重要議題。 本研究意識到供應鏈的重要，在供應鏈模型發展中選定SCOR(Supply Chain Operations Reference Model)所提供的供應鏈架構(framework)、標準實施流程、績效指標以及最佳實務(best practices)作為診斷工具，協助企業發現問題及改善供應鏈的運作。SCOR的方法論提供一個整體性的架構，包含從製造商、 物料供應商、到下游的經銷商或是客戶皆能以此架構作為產業標準，協助管理者針對各企業相關的供應鏈部份進行管理，SCOR模型中的供應鏈衡量標準可以讓供應鏈的所有成員在執行流程中充份的溝通與改善。 本研究將以網通製造業A公司為例，以SCOR模型為基礎加以探討，並加入延遲理論及JIT在供應鏈上生產及補料的的作業，使供應鏈理論趨於完善，以提供網通製造產業進行供應鏈管理作業時，建立一個可行的方法論，最後模擬導入VMI，以此做為SCOR導入ERP的最佳實務，此方法論預期達到下列目標： 1.分析產業的供應鏈活動。 2.以供應鏈理論探討企業實際運行。 3.發現企業供應鏈問題，提供再造和改進的方法。 4.量化運作的表現並設置目標。 5.總結出最好的供應鏈管理方式，並嘗試將它導入ERP(VMI)系統。

The development of hardware and software changes very rapidly to cause shorter product life cycle in current network communication manufacturing industry. This critical challenge of this industry is to sell the product on the market very quickly. The complicated competition of the product causes the unpredictable forecast, urgent shipment schedule, and frequent adjustment of production plan. The enterprises are forced to allocate the resource more efficiently by the characteristics of this industry. To construct the model of the competitive supply chain is the essential issue for this industry. The importance of supply chain management is released by this research. The SCOR (Supply Chain Operations Reference Model) is selected to assess framework, standard operation process, key point index and the best practice of supply chain. The methodology of SCOR provides the standard structure for this industry including ODM/OEM manufacture, material vendor, subcontract distributor, and client. All members in the supply chain can communicate with each other and improve the operation process completely by the measurement standard of SCOR model. This research takes the complete supply chain theories including SCOR model, Postponement, and JIT operation to study A company in the network communication industry. The purpose of this dissertation is to construct workable methodology for the SCM in the network communication industry. Finally VMI is simulated in the execution for the best ERP practice of SCOR. This methodology will reach the following targets. 1. Analyze the supply chain activities of this industry. 2. Research the operation of enterprise by supply chain theory. 3. Find out the problems of enterprise supply chain and propose the solution of reengineering and improvement. 4. Quantify the operation performance and propose the KPI. 5. Summarize the best administration of supply chain and implement it in the ERP (VMI) system.
