中俄戰略協作夥伴關係的深化與美國的回應

摘要
中俄關係從冷戰結束後至今將近20年，雙方的政治互動不斷提高層次，且積極發展全面性的合作與交流，中俄歷經五階段從睦鄰友好合作關係晉升至全面深化戰略協作夥伴關係，雙方深化之因素所涵蓋的面向相當廣泛，而其中的共同利益也具有很大的複雜性，因此本文欲先討論中俄戰略協作夥伴關係持續深化之因素，目前多數學者採用現實主義之思維看待中俄關係的發展，並且認為中俄走向戰略夥伴關係之因素是為了抗衡美國在國際關係當中的領導權，然而根據現實主義權力平衡之策略，中俄應走向聯盟關係，但中俄沒建立聯盟卻選擇戰略夥伴關係，並且強調不針對第三方、不結盟，因此本文欲討論為何中俄不選擇聯盟而建立戰略夥伴關係的安全合作形式，另一方面由於中俄對美國採取抗衡之態度而致使美國似乎將中俄兩國的合作視為安全挑戰，因此本文也同時探討美國在中俄關係當中的角色以及對於中俄持續深化之回應。

The political interaction between China and Russia has been more and more intensed since the end of War II. What’s more, they focus on not only one aspect but also cooperation and exchange of all aspects. As for the cooperation, China has been developed from friend relationship to the strategic Partnership with Russia. The reason covers various aspects especially about the common benefits. Therefore, the purpose of this essay is to discover the reason why the Sino-Russian strategic partnership has processed so much. The scholars have intended to see the partnership as realism so far. Moreover, they think the reason was to against the leadership which America holds among the international relations. However, according the realism strategy, they should have developed more than partnership to alliance relations. So this essay is to discuss the reason why China choose to make strategic partnership rather than alliance and also the reason why China and Russia hold to balance the power of America hold among interactions. In other words, this essay is also to discuss the role which America hold between China and Russia and the response to the reason why China has deepen the partnership with Russia.
