雖然里鄰與社區(發展協會)是兩套不同的構想,各有其不同的歷史由來及功能目的,彼此尚未能相互取代,但社區營造聲勢和所投入的資源,實已經凌駕傳統的社區發展,也體現出社區在地方基層中有別於村里辦公處的角色功能,是值得深思與探討。 再從以往學者研究資料顯示,里鄰與社區業務常有重疊現象,運作及環境脈絡也深受地方派系結構的影響;因此,里鄰與社區發展協會兩大組織,由原先功能互補、協力合作的制度設計原意,演變成資源的爭奪,利益衝突。 本研究目的希望透過個案剖析的方式,對里鄰與社區發展協會組織結構功能的分析,以其對里鄰長、社區發展協會理事長之互動情形,來探究是否為了共同目標而團結一致,或是為爭權奪利,試圖釐清業務重疊與互動關係好壞,對雙方組織結構功能之影響,究竟他們是呈現相輔相成、互相抵制的狀態,抑或彼此完全沒有影響的狀態。 本研究主要發現,影響北湖里鄰組織與社區發展協會關係因素,提出以下幾點興革建言: 一、里鄰與社區同屬地方基層,其地位與結構如何定位及發展,都是亟待解決。 (共同參與各項活動,建立「社區意識」與「使命的認同感」為目標…) 二、里鄰與社區發展協會雖然是兩套不同的構想,但在目前這種資訊發達與 快速傳遞的狀況下,為能求其適應社區思想潮流,里鄰組織社區化,已是未來的趨勢。(是否可因「社區化」而提昇基層里鄰組織的功能…) 三、里鄰與社區功能重疊資源無法整合,建議在制度設計及資源整合上仍有極大改進與思考的空間。(如何結合實務運作或予以簡併或共存,儘速訂定相關的配套規範解決,思考其功能轉換,使其發展更為彈性、更為多元,以符合地方需要…)
“Neighborhood” and “community” (development association) cannot replace each other, because they are two different sets of concept, and each has its own historical origin and the functional purpose. With regard to communities, the momentum they create and the resources they invest not only transcend those of a community by conventional definition, but also reflect the role and functions that communities play and perform at the grass-roots level. Therefore, communities are different from village offices and neighborhood offices. They are well worth discussion and investigation. According to the previous research, neighborhood services often overlap with community services, and both of their operational and circumstantial contexts are significantly affected by the structure of local factions. The original intention of the organizational design for neighborhood and community’s development association was to facilitate their functional complementation and collaboration. However, in the above-mentioned contexts, their relationship gradually evolves into keen competition for resources and therefore causes conflict of interests. This thesis seeks to analyze the structural functions of neighborhood and community’s development association through in-depth case study. Besides, by investigating the interaction between the neighborhood magistrate and the director general of the community’s development association, this thesis tries to identify whether they stand united for common goals or indeed struggle for power. Moreover, this thesis attempts to clarify that how do the service overlap and the interaction pattern between neighborhood and community’s development association influence both sides’ structural functions, in other words, whether they are complementary, contradictory, or have no influence on each other. This thesis identifies the key factors influencing the relationship between Beihu neighborhood organization and Beihu community’s development association, and proposes three suggestions on how to improve their relationship according to the research findings. First, Neighborhood and community belong to the local grass-roots. Its status and structures are still in serious contention although it has been extensively researched. The issue to be resolved in the future is how to orientate and develop the Beihu neighborhood. Second, in the age of information explosion and rapid transmission, the Beihu neighborhood must be turned into a community-based organization in order to adapt to the trend of community’s development, although neighborhood and community’s development association are two different sets of concept. Third, the Beihu neighborhood and the Beihu community have overlapping functions. However, it is very difficult to pool their resources. As a result, there are considerable improvement works to do regarding their institutional design and pooling of resources.
